Description

The 30th Medical Group (30 MDG) at Vandenberg Space Force Base (VSFB) California requires non- personal, emergency medical patient transport services to cover all of VSFB identified as a new requirement. �This service will serve the entire base populous to include active military, retirees, contractors, dependents, and visitors. The Contractor shall furnish all management, supervision, equipment, vehicles, labor, training, and documentation to provide Paramedic and Emergency Medical Technician (EMT) Services to respond to requests for emergency medical services, patient treatment, and stabilization as required. The Paramedic may be required to perform only basic first aid or any level beyond to include Advanced Life Support (ALS).� � The Contractor shall provide 24-hour uninterrupted response coverage, to include response to in-flight emergencies (IFEs). The Contractor shall respond to medical incidents within VSFB property in accordance with the requirements of the Performance Work Statement (PWS). �Patient transport services in Santa Barbara County must be certified by the county Public Health Office. Paramedics and EMTs providing emergency response services to VSFB must maintain appropriate licensure and certification within the state and county. �� � The period of performance includes:� � Base: 01 Nov 2022 to 30 Apr 2023 Option �Year 1: 01 May 2023 to 30 Apr 2024 Option �Year 2: 01 May 2024 to 30 Apr 2025 Option �Year 3: 01 May 2025 to 30 Apr 2026 Option �Year 4: 01 May 2026 to 30 Apr 2027 Six- Month Extension: 01 May 2027 to 31 Oct 2027 Please see attachments for further details. ***This solicitation is being amended for the following purpose: 1.� There has been a change to Attachment 2- Instruction to Offerors and 52.212-2 in the solicitation.� Initially, Compensation Plan, Past Performance, and Price were evaluation factor listed in relative order of importance.� The solicitation never intended to evaluate either factor, only Technical and Price- the references were omissions after reviews were conducted.� This was corrected to reflect Technical and Price as the only evaluating factors, and the technical evaluation is significantly more important than price. 2. Copies of Licenses and Certifications are required to be submitted as part of the responsiveness review. �This is mandatory as part of proposal submission. 3. Any teaming arrangement must be clearly stated, i.e. clearly identify the proposed relationship (i.e., whether it's a Prime/Sub, Mentor/Prot�g�, or JV).
