SUMMARY: This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The Human Engineering Research Laboratories (HERL) of VAPHS requires brand name or equal equipment, a resistance welder. The Human Engineering Research Laboratories (HERL) of the VA Pittsburgh Healthcare System fabricates thousands of prototypes and short production run parts and assemblies every year in support of on-going VA funded research studies and other VA initiatives. The resistance-welding machine will enhance HERLs ability to create high quality sheet metal assemblies quickly and will complement existing CNC equipment for cutting and bending sheet metal. Given how many unique parts HERL fabricates, flexibility in terms of part geometry, material, and thickness are paramount for maximizing utility of the machine. Required Technical specifications: Hand/finger safety is a serious concern with these machines: A passive, failsafe system for mitigation of finger impingement that does not require application specific set-up or tuning. Very important for a prototyping environment as most jobs are application unique and re-positioning of light curtains for each is not practical and is not mistake proof. Must be horn style Have a minimum throat depth of 24 inches and maximum of 30 inches 35,000A weld current or greater Have a weld force of 1300 lbs or greater Minimum 3 stroke Be able to spot weld two aluminum sheets together in up to 8 gauge (.128 ) in thickness - MFDC transformer Be able to spot weld two low carbon sheets together in up to 13 gauge (.094 ) in thickness Be able to spot weld two stainless sheets together in up to 18 gauge (.050 ) in thickness Passive, failsafe system for mitigation of finger impingement that does not require application specific set-up or tuning. Hand/finger safety is a paramount issue with these machines. HERL specializes in prototyping and short production runs. It is impractical to have that need to be set-up special for each job and will eventually lead to a mistake. Solutions must be mistake proof. Include all connection for plumbing the chiller 460 3ph 60hz Voltage compatible Fork Lift slots or other mechanism designed for safely moving machine with a forklift Machine width be under 40 Required Items, Quantity of Items, Description of Items: 1 Horn Style SlimLine Spot Welder: 1 Unitrol Soft Touch Operator Safety Enhancement System 1 IPC Cube Recirculating Water Chiller, Model IPC-0023, (2.3-ton capacity), 27,640 BTU, 5 GPM Nominal,460 Volts, Three Phase. 29 L x 26 W x 44 H 1 A basic chiller hookup kit is offered as an option Hookup kit includes hose barbs, clamps, and 12 of blue and 12 of red hose 1 Chiller Additive: One Ethylene Glycol (5 Gal. Pail) . 1 Shipping Costs RESPONSE COMMITMENT I. Response: A. Capability statement and a list of the salient characteristics.
