Description
The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to sole-source award to Biomerieux Inc. at 100 Rodolphe St. Durham, NC 37712, firm-fixed-price contract, for a base plus four option year renewal period. The contract is expected to be awarded under FAR 6.302-3. A Justification and Approval for Other Than Full and Open Competition will be prepared. The period of performance shall be 11/15/2022 11/14/2023. The contract will provide services for Biomerieux equipment Vitek MS and Vitek Myla at the TVHS Nashville VA Medical Center located at 1310 24th Avenue South Nashville, TN 37212-2637 NAICS code: 811219 Other Electronic and Precision Equipment Repair and Maintenance (SBA Size Standard $22.0 Million). These support service to include but not limited to: Preventive Maintenance Corrective (Emergency) Maintenance Modifications and Updates 24/7 Telephone Support Biomerieux, Inc has proprietary authorization to perform maintenance on Vitek MS & Vitek MYLA instruments. As a result, any contractor other than Biomerieux, Inc that would be allowed to work on, maintain, and/or tamper with the current system in any capacity would void the warranty of the Vitek MS & Vitek Myla instruments. Voidability of said warranty cannot be permitted. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that the current warranty provided by Biomerieux, Inc, for the Vitek MS & Vitek Myla instruments, will not be voided by having a contractor other than Biomerieux, Inc conduct the above referenced maintenance. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than September 30th, 2022, at 8:00AM, Central Time (CT). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE VITEK MS and VITEK MYLA in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Ayslin Kennett by email at Ayslin.kennett@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
