- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to award a one-time, sole source, firm fixed price contract to Thermo Electron North America, LLC at 5225 Verona Rd, Madison, WI 53711 to procure Thermo Scientific Orbitrap Fusion Mass Spectrometers. The FBI's Laboratory Division�s (LD) Chemistry Unit requires one (1) Thermo Scientific Orbitrap ID-X Mass Spectrometers to be used in its laboratories. A similar configuration of the proposed system is currently being used, and this new system will further enhance the capabilities of the laboratory. The system will provide the laboratory instrumental redundancy and enough resource to handle increase in workload. In addition, the new unit will require no additional configurations or training, as they are compatible with the existing hardware and software currently in use in the Laboratory. Based on market research, Thermo Scientific is the only manufacturer of this unit and is the only one that will meet all the specifications. These unique features listed in the technical specification that meets the needs of the FBI Laboratory Unit and provides great efficiencies to produce casework data. The Laboratory has been successfully using several of these units coupled to liquid chromatographs for casework for over 10 years. Developing and validating a new method involves research, extensive laboratory analysis, data interpretation, and creating Standard Operating Procedures that usually encompasses an entire year of work. Several methods were developed, validated, and are being in used for casework with the current mass spectrometers. Therefore, purchasing the unit will provide the necessary continuity of operations, transferability of methods and interchangeability of hardware between instruments. Purchasing a mass spectrometer other than the Thermo Scientific for this requirement will reduce workload productivity by at 1000% in comparison to other units and will significantly delay laboratory operations as the new instrument is configured to support the existing laboratory operations. This notice and its attachment(s) will be distributed solely through the Federal Business Opportunities (FBO) Website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of Beanchor Liggins via email at bmliggins@fbi.gov by Monday, September 26, 2022 at 3:00 pm EST. Only timely email responses will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses received in response to this notice is at the discretion of the Government.
