- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items and was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and SAM (Sam.gov). The solicitation number is N0018922QZ427. This solicitation is a request for quotations (RFQ). The solicitation documents and incorporates provisions and clauses in effect through FAC 2022-07 and DFARS Publication Notice 20220826. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The North American Industry Classification System (NAICS) Code applicable to this solicitation is 511210 and the Small Business Size Standard is $41.5 million. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) supply contract. The Government intends to solicit and negotiate the instant procurement on a sole source basis to Twocanoes Software, Inc. (CAGE: 96DP7), a small business of Naperville, IL pursuant to the procedures of FAR Part 12 and Subpart 13.5. The sole source nature of this requirement is based on the determination that Twocanoes Software, Inc. is the only vendor that can provide CAC readers with the necessary software to be compatible with Apple iPhones and iPads currently in use by the Government. The requirement is being processed on behalf of the Navy Recruiting Command (NRC). The contractor is to provide the items below. FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government technical point of contact for delivery will be provided at time of contract award. - CLIN 0001 - CAC Readers and Software - 5,000 Each The anticipated delivery date is 8 weeks from date of contract award. The NRC Recruiters and Staff require CAC Readers to be able to access DoD websites. The proposed acquisition is for brand name, Feitian Bluetooth CAC Readers purchased through the firm Twocanoes Software Inc. (CAGE: 96DP7) of Naperville, IL. It is noted that the firm Feitian Technologies Co., Ltd. manufactures the BR301BLE Bluetooth NFC Reader, which is a chip card interface device (CCID) and Personal computer/Smart Card (PCSC) standard product. Twocanoes Software Inc. sells the CAC readers with Twocanoes� Smart Card Utility software/utility for macOS, which allows the CAC readers to support IOS, Android, and PC platforms. The product is compact, light and easy to operate, according with Bluetooth low power consumption design to save batteries and using support latest contact-less and contact technology, support the worldwide range of commonly used near-field communication (NFC) card and integrated circuit (IC) chip card. Twocanoes software provided with Bluetooth 4.2 improves the strength of the low energy technology cryptographic key by making use of Federal Information Processing Standard (FIPS)-approved algorithms, and provides the means to convert Basic Rate/Enhanced Data Rate (BR/EDR) technology keys to low energy technology keys and vice versa. The proposed acquisition is to acquire the items outlined herein, which are commercially available. Navy Recruiting Command possesses 5,000 iPads for Recruiters and Staff members last fiscal year. With the transition of the current NMCI support contract, the lead-time for a new mobile recruiting laptop platform is expected to be FY23, replacing a device that is already at End of Life. NRC has prototyped, piloted, and would like to outfit all Recruiters and Staff with a Bluetooth CAC Reader to access Common Access Card (CAC) enabled DoD websites. Feitian Bluetooth CAC Readers with Twocanoes software is the only device that will work with Apple iOS. The Smart Card Utility Readers from Twocanoes Software provides a unique combination of software and hardware for iPads and iPhones. The software enables iPads and iPhones to communicate with the Bluetooth smart card reader and enables smart card authentication in Safari and other apps. Without the software, the iPad or iPhone will not communicate or authenticate with the Smart Card Utility Reader. Twocanoes Software, Inc. is the only vendor for Smart Card Utility, and the only readers sold by Twocanoes Software, Inc. are bundled with Smart Card Utility. As stated previously, the CAC readers themselves are made by the firm Feitian Technologies Co., Ltd. nHowever, the software provided by Twocanoes for using the CAC readers with iPads and iPhones is essential for meeting the Government�s minimum need; Twocanoes does not sell the software separately from the CAC readers. Market research has determined that Twocanoes Software, Inc. is the only source capable of supplying items meeting NRC�s minimum need for this acquisition. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. The following provisions and clauses apply to this solicitation: - 52.212-1, Instructions to Offerors - Commercial Items. - 52.212-4, Contract Terms and Conditions- Commercial Items - 52.212-5,Contract Terms and Conditions Required to Implement Statutes Or Executive Orders- Commercial Items. Quoters are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications - Commercial Items. This acquisition is not subject to the World Trade Organization Government Procurement Agreement or Free Trade Agreements. See Attachment I for additional contract requirements, terms, and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. No Defense Priorities and Allocations System (DPAS) rating is applicable to this procurement. System for Award Management (SAM).
