Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this source sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073-1003 This location is seeking the purchase of Tool Sets following Salient Characteristic or equal to Snap-On 9500GSBFMBRO BIG SET ORANGE BOX/FOAM 8204200000 and 9600GSBFMBRO BIG SET ORANGE/BOX/FOAM 8206000000. Salient Characteristics for Tool Set Tools must be made of high-quality, heat-treated chrome alloys. Tools must be manufactured in the USA with top quality from a reputable brand. Hand Tools must be under full warranty providing free repairs and replacements.  Power tools must have a one-year warranty providing replacement and repair. Toolbox must have tools suitably stored includes a secure locking system, sturdy support to be easily transportable, and full-extension drawers. Items required in sets will consist of; wenches, metric and standard sizes  Standard Combination Wrenches (1/4, 5/16, 11/32, 3/8, 7/16, 1/2, 9/16, 5/8, 11/16, 3/4, 13/16, 7/8, 15/16, 1) Metric Combination Wrenches (6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19) Standard Flare Nut Wrenches (3/8, 7/16, 1/2, 9/16, 5/8, 11/16, 3/4, 7/8). Sockets, 1/4-inch, 3/8 inch, and 1/2 inch and 3/4 inch with shallow and deep, metric and SAE. 6-point sockets and 12-point sockets to fit a variety of fastener heads; types, including spline, star and square, U-Joint Adapter allowing you to use the ratchet at different angles relative to the fastener. Ratchets 1/4-inch, 3/8-inch, 1/2 inch, and 3/4 inch. Jointed or flexible-head ratchets to adjust the angle of the handle to work in tight areas. Socket/Ratchet Extension Bar Attaches between a socket and ratchet to increase the reach of the socket and turn recessed fasteners Pliers must have cushion grips to prevent hand slippage, minimum types of pliers required are; slip-joint, water-pump, linesman, locking, needle-nose, and diagonal pliers; Vise-Grips, a vice grip, Mole wrench or mole grip. Screwdriver required are Phillips, torx or star, flathead, hex and electric. Handle must have comfortable grip. Magnetic tray stainless steel construction magnetic parts trays, dishes, and parts holders for holding nuts, bolts, screws, washers, and workshop tools. Impact Wrenches: 1/2"" Drive. Impact Wrenches: 3/8"" and 1/4"" Drive. Air Ratchets. Drills. Air Hammers. Die Grinders. Cut Off Tools. Grinders. Cutting Tools Adjustable wrenches must have a cushion grip to prevent hand slippage. Allen wrench sets, two sets of 18 pieces each standard SAE and metric and both sets come with a carrying holster labeled with individual sizes to prevent wrenches from falling out. Claw, framing, ballpen, rubber, tach and dead blow are examples of components for toolbox. Hammers must not have fiberglass handles or wood on mallets if possible. Damages occurs effortlessly on these materials. Steel would be the preferred choice of material. Miscellaneous Tools but not limited to wire strippers, crimpers, and fish tape, measuring tapes, cutting, flashlight, and utility knife. If you are interested and are capable of providing the required service(s) please provide the following information. (1) Company Name, Address, Point of Contact (2) Size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc. (3) Is your company considered small under the NAICS code 332216 Mechanic's handtools, nonpowered, manufacturing? (4) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract type and number. (5) If you are an FSS GSA/NAC or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (6) Please provide general pricing for your products/solutions for market research purposes. (7) Please submit a capability statement that addresses qualifications and verifies ability to perform work described above. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 332216 (350 Employee Size). Responses to this notice shall be submitted via email to victor.oliveros@va.gov . Telephone responses will not be accepted. Responses must be received no later than 10/7/2022 1500 PST. After review of the responses to this sources sought announcement, a solicitation may be published on the beta.sam.gov or GSA eBuy websites. Responses to this sources sought announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this sources sought announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov.
