The objective of this Order includes providing all services necessary to operate and maintain a knowledgeable CDER Informatics Platform support Help Desk that is trained in the processes, implementation, and use of the Platforms core capabilities (Integrity, Panorama, Mercado, etc.), CDER user communities and implementation teams, and ORA applications; and support the harmonization of the CDER Informatics Platform to streamline operations and achieve user and technical support cost efficiencies.Specifically, a harmonized platform requires: Consistent, repeatable, and standardized Configuration Management and Change Control Model and Process, and Configuration Management Library be implemented and maintained Standards frameworks be followed to ensure a consistent and harmonized approach to system business processes, user interfaces, API/Web Service Integration approaches, data model, data dictionary and reporting Leverage existing technical assets, standards library, templates, configuration standards guide, business process mapping document and metadata catalog/data dictionary. In 2022, the CDER Information Management Steering Committee agreed on decision to transition from Palantir to CDEROne Analytics due to TCO and security concerns. Successful Palantir migration requires many types of skills, services, and activities to be completed across of broad spectrum of analytical areas. These include program management, migration roadmap development based on prioritized use cases, regulatory process expertise, advanced analytics capabilities and change management to train users to adopt the platform for their business needs. Migration will focus on preparing CDEROnes infrastructure and development of technical designs of new capabilities required for complete use case migration. The following are key activities required: ? Develop Technical design documents including specifications for data replication, data transformations, data publication, graph data mart loads and reports. ? Leverage and port existing Palantir data transformation code to CDEROne. ? Complete current state analysis of existing 14 Palantir use cases and document technical, functional and navigation requirements. ? Conduct requirements assessment sessions with user community to understand user experience needs, pain points and new enhancements. ? Map data sources, Palantir technical capabilities to CDEROne and conduct gap analysis and develop recommendations. ? Develop use case migration plan and roadmap to onboard new data sources, implement new capabilities on CDEROne ? Develop data pipelines to onboard data from source systems that will support phase-II and phase-III use cases. ? Migrate the use case.
