- This is not a solicitation/request for proposal. The solicitation/request for�proposal will be forth coming. When issued the Solicitation/Request for�Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/. The subject requirement is for the acquisition of NSN 2530-015543441, Steering Gear. �This will be solicited as an Indefinite Quantity Long Term Contract containing a firm fixed-price with a 3-year base and 2 1-year option periods not to exceed 5 years. The solicitation will be 100% Small Business Set aside with Other than Full and Open Competition.� Solicitation will be issued using FAR Part 12 Commercial Items. NSNs are part of the First Destination Transportation (FDT) program and will be solicited as FOB Origin and I/A Destination and Origin using military packaging. �Various Incremental quantities will be solicited. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
