Description
DLA Energy FEPDB received a requirement from Quality Assurance Specialist and Program Manager for the purchase of a PAC OptiFlash, Flash Point tester for delivery to DoD laboratory located in Piti, Guam.� The purpose of this procurement is to provide an analysis instrument to test fuel products.� This contract, SPE605-22-P-9567, was awarded to the vendor with the lowest price technicall acceptable (LPTA) as well as being technically acceptable under this solicitation. The Program Manager stated that the customer required this name brand product in the product specification; therefore, substitution was not acceptable.� The determination to procure a brand name product was determined, by the Program Manager due to the labs having preexisting calibration and maintenance contracts in place to service the equipment.� �In addition, the Program Manager emphasized that the product is a replacement for older models of the same brand.� Any change to that brand will result in the need to create new contracts, to support multiple agencies, maintaining these assets and most likely increase the maintenance cost. Furthermore, the determination of anticipated cost to the Government concerning �fair and reasonable� will be used in accordance with FAR 13.106-3(a)(1).� FAR subpart 13.5 procedures were used in accordance with 41 USC 1901 or 1903.� Market research was conducted through on-line resources.
