Description
The Hellenic Republic (Greece) has announced an opportunity to provide an Instrument Landing System (ILS) at Elefsina Air Base. In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. The reference for the ICB is ICB-E-313N and all correspondence in relation to the project should refer to this reference. � Firms are required to prove that they are specialized in the implementation of projects similar to the scope of the subject project and they have already implemented or they are presently implementing similar projects in one of the NATO countries. Specialization shall be certified by the appropriate government authority and the certificates along with all other bidding documents should be submitted on the bid closing date, with penalty clause (rejection of the offer). SUMMARY OF REQUIREMENT The scope of this project is the design, manufacture, and installation of the upgrade of the ILS air navigation system infrastructure of Elefsina Air Base. The project will include the following: -�� �Elaboration of the studies required in the design phase and in accordance with the requirements of the project study issues. -�� �Implementation of all required works for the improvement-waintenance of the existing infrastructure. -�� �Installation, interconnection and adjustment of the new equipment. -�� �Full activation of the project. -�� �Testing and evaluation of the project. -�� �Training and Documentation. -�� �Provision of the required maintenance support during the warranty period and until the receipt of the project. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting entity. � IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 25 October 2022 Hellenic Air Force distributes solicitation (planned): 16 December 2022 Bid Closing (estimated): 31 January 2023 Contract Award (anticipated): TBD Contract completion (anticipated): 500 calendar days from the date of the contract signing �
