Description
The NATO Science and Technology Organization (STO) Center for Maritime Research and Experimentation (CMRE) intends to issue an Invitation for International Bidding (IFIB) for the provision of IT professional support services to the CMRE facility in La Spezia, Italy. � �� Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), (3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. Possible access to classified information is envisioned during performance of the services at CMRE�s premises. Contractor personnel who will be performing services under the contract shall hold PSCs at the SECRET level or higher by service performance start (i.e. January 2023). The reference for the IFIB is IFIB-CMRE-22-007 and all correspondence concerning the IFIB should reference this number. The type of contract is Firm Fixed Price (FFP), Level of Effort, Indefinite Delivery Indefinite Quantity (IDIQ). Partial Bidding and multiple awards are possible and foreseen. REQUIREMENT CMRE organizes and conducts scientific research and technology development and delivers innovative field-tested science and technology solutions to address the defense and security needs of the Alliance. Within the CMRE Engineering and Information Technology Division, the Information Technology Department supports the execution of the program of work (POW) through the conception, design, development, and construction of state of the art technologies and (software) services in the field of computing, networking, and modelling & simulation (M&S), ensuring interoperability, security, and compliance with relevant NATO policies and regulations. CMRE is soliciting contractor support to meet demands for specialist technical assistance in the field of Scientific Information Systems, which exceed manpower assigned levels and scope. Application areas are centered on customer-funded projects as per the approved POW, and may extend to the operation of shared infrastructures used to deliver CMRE output. The precise number of professionals and the profiles required will be detailed in the solicitation document. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities � The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES: Request that a DOE be issued (and, for firms new to NATO ICB, submit completed one-time NATO ICB application): 06 October 2022 � IFIB Issued: TBD CMRE will email the IFIB to all firms that have been issued a DOE and will also post the IFIB on its website: https://www.cmre.nato.int/procurement/open-solicitations� �� Bid Closing: TBD Period of Performance: Basic Ordering Agreement validity period January 1st 2023 - Dec 31st 2023. Four additional option years are envisioned each of 12 months starting on Jan 1st 2024. Specific performance periods will be stated in the task orders. �
