Description
The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify Veteran Owned Small Business parties having an interest in and the resources to support a requirement for Catholic Musician Services at the Clement J. Zablocki VA Medical Center in Milwaukee, WI. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 711130 Musician Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Requirements: Scope. The Clement J Zablocki VA medical Center in Milwaukee, WI. has a need for an experienced Musician who can play either the organ (preferred), piano, and/or keyboard (with a minimum of three years experience playing Catholic services) to perform during services primarily on Sundays and during special occasions as requested. For the Chaplain Musician, there are 4-5 Sunday Catholic Masses a month (52 services per year.) There are also other additional services requested such as, but not limited to, healing services, memorial services, holiday services (like Christmas and Easter) which need to be covered in the VA chapel, located at the Milwaukee VA Medical Center (5000 West National Ave. Milwaukee, WI 53295). Each Sunday morning Catholic Masses are from 8:30 am to 9:30 am and will include the Musician to perform 15 minutes prior to and up to 15 minutes after the scheduled mass time for a total performance time from 8:15am to 9:45am. On average there are 4 services per month, with 5 services on months that have 5 Sundays, totaling 78 hours per year. There will also be up to 12 hours of additional/special Catholic services that may include Healing Services, secular music for Memorial Services and national holidays, as well as various special holy days. The services last in varying lengths of time, but average about 1 hour to 1.5 hours per actual service. This does not include prep time. The Musician shall be well versed in the musical repertory of Catholic music and understand the musical needs within the Catholic tradition. The Musician shall have experience which includes the ability to play varied classical pieces as preludes and postludes by classical composers such as Bach, Schubert, Mozart, and others for Catholic services. In addition, a basic knowledge of chant, and ability to accompany the Catholic congregation in such, would be preferred. The Musician shall be proficient in playing either the organ (preferred), keyboard, and/or piano. The Musician works with the individual VA chaplains in choosing music and must be able to work with chaplains of all faith backgrounds. The Musician should be well versed in English and be able to lead music for the services. A Musician who can sing and assist in leading the music portion of service is preferred. Contractor shall be responsible for providing alternate Musician (either organist, pianist, and/or keyboardist) for each service in the event the primary Musician is unavailable. Contractor shall provide a video of the proposed Musician playing two traditional Catholic hymns. Suggested song list is listed below: Holy God, We Praise Thy Name (Grosser Gott melody) Tantum Ergo (St. Thomas melody) The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR VETERAN OWNED SMALL BUSINESSES, SMALL BUSINESSES, SOLE SOURCED OR PROCURED THROUGH FULL AND OPEN COMPETITION.
