Description
Sources Sought Notice The Naval Surface Warfare Center Panama City Division seeks sources for Landing Craft Air Cushion (LCAC) Ventilation fans.� Fans should be of a form-fit-function equivalent design to the current baseline LCAC 100 class ventilation fans, with minimal or no craft modifications required. Modest variances from the flange sizes and overall dimensions shown will be considered acceptable, in such cases the Navy would use adapter plates and make other system modifications as required. This requirement will be a follow on to contract N61331-18-D-0013 and the incumbent is GE Aviation Systems Limited. Background info: There are three (3) different types of electrical ventilation fans installed on each craft, for providing ventilation and cooling air for the main engines, Auxiliary Power Units (APUs), fuel pump rooms, battery rooms, and actuator controller rooms.� NSWC PCD seeks alternate fan designs that will satisfy the performance requirements, and upon evaluation of the sources, intends to down-select one or more fans for qualification and/or operational testing on a Landing Craft Air Cushion craft.� The primary objective is to identify one or more new sources for replacement fans at reduced cost and increased availability, compared to the current fan.� The following is an overview of the specifications for each fan: IP Rating: IP 67 Vibration: The electric ventilation fans designed to withstand shock and vibration (for example Type I and Type II vibration as defined in MILSTD-167 and shock up to 40 G�s). Moisture: Operate with a 100% relative humidity environment. Fungus Resistance: Capable of resisting fungus growth without deterioration of performance, life, corrosion resistance, or durability. Atmospheric Salt Conditions: Capable of operating continuously in an atmosphere containing seawater mixtures with salinity levels ranging from freshwater to 50 parts per thousand without deterioration of performance, life, corrosion resistance, and durability. Sand and Dust Conditions: Capable of operating �continuously in a concentration equivalent to 100 milligrams of ISO 12103-1 AC course dust per cubic foot of air. Materials:� Made of corrosion resistant materials suitable for a marine environment.� For aluminum, alloys 5000 series or 6061 T6 are preferred.� For corrosion-resistant steel, 300 series stainless steel (except 303) is preferred, or A286, 17-4Ph (tempers 1100 or 1150), or Inconel 718 where higher strength materials are needed.� The use of non-corrosion resistant steel shall be avoided for exterior components and housings.� Where used, steel parts shall be galvanized or otherwise have a marine-grade coating applied to protect from corrosion.� The use of galvanically dissimilar metals in contact shall be avoided as far as practical, and where used, polysulfide sealant shall be applied to prevent the entry of moisture between faying surfaces and for the installation of fasteners. Weight: Reduce weight to greatest extent possible Responses to this Request for Information should include supporting materials that provides a demonstration of your company�s capabilities and experience.� The following information is requested. �A development cost rough order of magnitude (ROM) is requested where an off-the-shelf estimate is not available for the criteria listed above. Description of the hardware configuration/ fan components as it applies to the evaluation list above. Product technical data, development history and current status. Product application and history of fielded systems. ROM cost and development schedule for a component or prototype system. ROM cost and lead time. US Military applications including points of contact (POCs), if available.
