Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) Company Name (b) Address (c) Point of Contact (d) Phone, fax, and email (e) UEI number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-Owned Small Business, Small Business or Large Business (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Responses to this notice shall include the following: (a) Company name (b) Point of contact (c) Phone and email (d) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned Small Business, Small Business or Large Business The VA Loma Linda Health Care System located in Loma Linda, CA has a requirement for janitorial services in accordance with the standards at the Department of Veterans affairs, March Air Reserve Base in Moreno Valley, CA. Specific Requirements: DAILY CLEANING SERVICES: The Contractor shall accomplish all cleaning tasks to meet the requirements of this SOW and the Services Delivery Summary (SDS). The facility's appearance must fully meet the sanitary and aesthetic requirements for beneficiary healthcare. This includes but not limited to, bathrooms, staff break rooms, kitchenettes, lobby and offices. Maintain floors. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance and free from dirty, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, comers, and wall/floor edges shall also be cleaned. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original positions Remove Trash. All trash containers shall be emptied and returned to their initial location. Boxes, cans, and paper placed near a trash receptacle shall be removed. All plastic trash receptacle liners shall be replaced. The trash shall be collected by the Contractor and delivered to the designated trash storage area. Trash receptacles shall be left clean, free of foreign matter, and free of odors. Clean Interior Glass/Mirrors. Clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter. Clean Drinking Fountains. Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil. Vacuum Carpets. Vacuum carpeted areas. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter, and other foreign matter. Spots shall be removed by carpet manufacturer's approved methods as soon as noticed. All tears, burns, and ravels shall be brought to the attention of the Government representative. Vacuum and Clean Floor Mats. The Contractor shall be responsible for the purchase, cleaning and maintaining of interior and exterior floor mats. Vacuum and clean interior and exterior floor mats. These floor mats shall be exchanged monthly or sooner if the needs so arise. After vacuuming or cleaning, mats shall be free of all visible lint, litter, soil, and other foreign matter. Soil and moisture underneath mats shall be removed, and mats returned to their normal location. General Spot Cleaning. Perform spot cleaning as needed. Spot cleaning includes, but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, light covers and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil. Exam Table Cleaning. Completely clean and disinfect all surfaces of the exam tables using a germicidal detergent. Exam tables shall be left clean and free of foreign matter. General Dusting. All horizontal and vertical surfaces must be dusted or cleaned to eliminate dust collection edges shall also be cleaned. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original positions Basic Restroom/Locker Rooms Cleaning Services. The Contractor shall accomplish all cleaning tasks to meet the requirements of this SOW and the SDS. k. Clean and disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, Sources Sought Notice Page 5 of 5 *= Required Field Sources Sought Notice Page 1 of 5 lavatories, showers, shower mats, dispensers, plumbing fixtures, partitions, doors, walls, and other surfaces, using a germicidal detergent. After cleaning, receptacles shall be free of deposits, dirty, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets. Descale Showers, Toilet Bowls, and Urinals. Descaling shall be performed monthly as a minimum, and as often as needed, to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains. m. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, di1i, dust, and debris. Grout on wall and floor tiles shall be free of di1i, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be stripped, scrubbed, refinished, etc., and as necessary to maintain sanitary conditions and a clean, uniform appearance, includes the kitchen area. n. Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so that supplies including soap dispensers do not run out. Supplies shall be stored in designated areas. No overstocking shall be allowed. If supplies run out before the next service date, contractor shall refill within 24 hours. WEEKLY CLEANING SERVICES: a. Scrubbing of Floors. Floors in the public and exam patient restrooms shall be performed weekly by the Contractor. MONTHLY CLEANING SERVICES: Strip, Scrub, and Refinish Floors. Floors shall be scrubbed and refinished semi-annually to include the movement of all necessary equipment. I.E., electrical power and extension cords, non-stationary file cabinets, chairs, desk mats, and etc. Strip, scrub, and refinish floors as necessary to maintain a uniform glossy appearance. A non-skid finish is required. A unifo1m glossy appearance is free of scuffmarks, heel marks, finish build-up, and other stains and discoloration. Clean Interior Windows. Clean glass surfaces. After surfaces have been cleaned, all traces of film, dirty, smudges, water, and other foreign matter shall be removed from frames, casings, sills, and glass. Emergency or Special Event Cleaning Services. Upon notification, by the Contracting Officer's Representative (COR), the contractor shall perform emergency or special event cleaning required in any area or room covered under this contract. Contractor shall begin emergency work, as determined by the COR within one hour of notification, which may be verbal. The emergency or special event cleaning service should be priced as an hourly charge. This is to also include monthly cleaning services and all other requirements in the Statement of Work regarding this requirement. IMPORTANT INFORMATION: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice does not commit the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will be restricted to this information to match information to a possible solicitation. Public Law 109-461 mandates the VA to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. There is no anticipated sub-contracting opportunity for this procurement. Notice to potential offerors: All offerors must have an active registration in the System for Award Management (SAM) at www.sam.gov before responding to any Government inquiry. Additionally, all Service-Disabled Veteran-Owned Businesses or Veteran-Owned Small Businesses who plan to submit an offer must have an active registration with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
