- Page 1 Page 1 The Department of Veterans Affairs (VA) may soon solicit for Role Players required to provide non-personal Role Player Services for the VA Law Enforcement Training Center (LETC) for a potential upcoming requirement located at, 2200 Fort Roots Drive, North Little Rock, AR 72114. This is a SOURCES SOUGHT NOTICE ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for a solicitation will not receive a response. Pursuant to FAR Part 10, Market Research, the purpose of this notice is to conduct acquisition planning to determine whether a Service-Disabled Veteran Owned Small Businesses (SDVOSB) or another socio economic set aside is possible. The VA will consider SDVOSB s and VOSB s that are currently verified as registered on the VA s Vendor Information Pages (VIP) website at Vetbiz.va.gov. The anticipated NAICS Code may be 611710: Educational Support Services, with a $21.0M size standard. Other similar NAICS Codes are welcome and will be accepted as long as they encompass the scope of the requirement. The VA is seeking responses from interested and capable SDVOSB, VOSB, and other small business that can provide professional services for in-person role players for the VA Police Officer Standardized Course (VA POST) and Department of the Air Force Civilian Police Academy (DAF CPA) on an as-needed basis. DESCRIPTION OF SERVICES This is for Service on Station for a vendor to provide non-personal Role Player Services. Base plus 2 one-year options. APPLICABLE DOCUMENTS Documents referenced or germane to this Performance Work Statement (PWS) are listed below. In the performance of the tasks associated with this Performance Work Statement, the Contractor shall comply with the following: 44 U.S.C. § 3541, Federal Information Security Management Act (FISMA) of 2002 FIPS Pub 201, Personal Identity Verification of Federal Employees and Contractors, March 2006 5 U.S.C. § 552a, as amended, The Privacy Act of 1974 42 U.S.C. § 2000d Title VI of the Civil Rights Act of 1964 PERFORMANCE DETAILS The proposed action is to acquire professional services for in-person role players for the VA Police Officer Standardized Course (VA POST) and Department of the Air Force Civilian Police Academy (DAF CPA) on an as-needed basis. These courses provide basic skills training for all VA and DAF police officers. The VA POST Course is hosted in an in-residence setting and is 400 hours/10 weeks, while the in-residence DAF CPA is 400 hours/10 weeks. In an effort to provide conditions wherein students are challenged with probable real-world situations, the LETC requires role players and manikins to simulate applicable situations that police officers may face. The use of role players is required to support LETC training and exercises to enhance law enforcement exercises and evaluation of student officer response to situations. This is a non-personal services contract to deliver LETC contractor support providing and managing contract role players. The Contractor shall provide role players who possess the skills and expertise necessary to perform assigned tasks associated with this requirement. The Government shall not exercise any supervision of control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government. The Contractor must provide trained role players who are employees and have passed a criminal background check. The Contractor must be able to guarantee an identified number of role players to be used at pre-determined places and times. The Contractor must provide on-site supervision/liaison for role players. The LETC hosts two VA POSTs and one DAF CPA simultaneously throughout the fiscal year. The number of role players required per class varies depending on the class schedule. In the aggregate, an average of 4-6 role players are required approximately 3 days per week, 40 weeks per year. Blocks of instruction utilizing role players include, but are not limited to, patrol operations (students responding to a variety of simulated calls for service), traffic stops, active shooter response, witness interviews and suspect interrogations, and force on force training with non-lethal training ammunition (NLTA). Scenarios often call for arrest or neutralization of suspects (role players). Courses shall be held at the VA Law Enforcement Training Center, 2200 Fort Roots Drive, North Little Rock, Arkansas, and other locations in Central Arkansas. Courses shall be held between the hours of 7:00 am 6:00 pm CST during normal workday Monday through Friday. Periods requiring role players will have various start times within this time window. Role players shall be expected to be available for placement at the various sites NLT 1 hour prior to exercise start. The VA LETC shall provide all role player training in accordance with Federal Law Enforcement Training Accreditation (FLETA) standards. The VA LETC shall also provide all equipment and materials necessary for role player performance. PERFORMANCE PERIOD The period of performance shall be - dates to be determined. Notification of the demand for role player services shall be provided 60 days in advance. PLACE OF PERFORMANCE VA Law Enforcement Training Center 2200 Fort Roots Drive North Little Rock, AR 72114 and other locations in Central Arkansas. SPECIFIC TASKS AND DELIVERABLES The Contractor shall provide role player services to the VA Law Enforcement Training Center based on pre-determined needs. Role players must have a valid driver s license. Role players must be willing and able to be handcuffed repeatedly throughout the training evolution (standing, kneeling, and prone). Role players shall not have an existing condition that precludes them from being handcuffed (e.g., shoulder problems). Role players must be capable of standing, sitting, or lying on uneven and dirty surfaces for short amounts of time. Role players must be willing to work outdoors, in hot and cold temperatures and inclement weather (safety permitting). Role players must follow training standards and rules of behavior as set forth by the LETC. The Contractor shall participate in meetings and reviews when required, to include an initial kick-off meeting within 10 days of contract award. The Contractor shall provide a supervisor/liaison as a point of contact and coordination for LETC staff. REQUIREMENTS FACILITY/RESOURCE PROVISIONS The Government shall provide access to required equipment and facilities when authorized contract staff work at a Government location as required to accomplish the Tasks associated with this PWS. Facilities shall be provided at the VA Law Enforcement Training Center, 2200 Fort Roots Drive, North Little, Rock, Arkansas and other locations in Central Arkansas. All procedural guides, reference materials, and program documentation for the project and other Government applications will also be provided on an as-needed basis. SECURITY REQUIREMENTS The Contractor and employees shall comply with applicable facility access and security policies and procedures as provided by the LETC. Role players must pass a criminal background check and comply with requirements in accessing For Official Use Only/Law Enforcement Sensitive information (no felony records). The Contractor will provide proof of employee criminal background check. The Contractor and employees are responsible for safeguarding information of a confidential or sensitive nature. All programs and materials implemented or developed at government expense during the course of this contract are the property of the government.
