Description

The Volpe Center intends to issue a firm fixed price purchase order on a sole source basis to MassAutonomy, Inc. (CAGE 8VL66) for unmanned aircraft systems integration support service in support of MassDOT. A purchase order for commercial services will be issued using Simplified Acquisition Procedures in accordance with FAR Subpart 13.5 as supplemented by FAR Part 12. � The Volpe Center requires specialized support in the areas of Massachusetts Drone Program operations, Massachusetts Highway Infrastructure and administration, Massachusetts Bay Transportation Administration operations, and Commonwealth Strategic Planning and Financial Management Models. The Volpe Center requires a contractor that has the existing domain knowledge as well as specialized conceptual expertise and awareness of the above statements, as well as well as expertise of the MassDOT CUIP (Commonwealth UAS Integration Program) to allow for support of, and contribution to, the end products. Volpe requires a contractor who can continue to impartially administer the Massachusetts Advanced Air Mobility Integrated Task Force (AAM ITF) and continue coordination of Training, Test, and Evaluation (TTE) capabilities within Massachusetts. The contractor shall have the capability to engineer the documentation that defines current state and future state of the MassDOT CUIP. MassAutonomy is the only known contractor who can currently meet all these requirements. Interested parties are encouraged to review the attached Performance Work Statement and submit a capabilities statement via email to evan.coburn@dot.gov by 3:00 PM Eastern Time on Friday, October 21, 2022. Responses to this notice must demonstrate clear and convincing evidence that the interested party can perform all services identified and that a competitive solicitation would be advantageous to the Government. The response shall include the company�s business size under NAICS Code 541330 ($22.5 Million in Annual Revenue) and references to any recent, relevant contract experience. Please note, this is not a Request for Quotation or Proposal. Responses to this notice will not result in the award of a purchase order or contract. The Government will not be responsible for any costs incurred by responding to this notice. If it is determined that this requirement can be solicited competitively, a separate solicitation will be posted to SAM.gov.
