- The contractor shall provide a virtual space where student pilots can receive real-world ATC instruction using live dedicated controllers, Automatic Terminal Information Services (ATIS), ATC interaction and aircraft to aircraft communications, and audio modulation to model line-of-sight communications. ATC controllers shall be provided by the contractor with the option for the government to supply ATC controllers for training within government-managed airspace, as desired. NOTICE OF INTENT TO PERFORM A SOLE SOURCE ACTION: This is not a request for proposal � this is a notice of the Government�s intent to issue a sole source contract to GROUP EM3 INC. (Cage Code: 86TQ2) to provide a multiplatform distributed virtual ATC training environment to support the Undergraduate Pilot Training mission IAW FAR 5.203(a). The Air Force Installation Center (AFICC) � 338 ESS, JBSA-Randolph Air Force Base, Texas 78150-4302, intends to award a firm-fixed price contract on a sole source basis to GROUP EM3 INC. Under the authority of 10 U.S.C 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The anticipated contract will be a commercial contract with a period of performance of a one-year base period plus two (2) one-year optional periods. �North American Industry Classification System Code (NAICS) 611512 with a size standard of $30M is determined to be the most appropriate for this acquisition. The anticipated award to GROUP EM3 INC. is to provide a virtual space where student pilots can receive real-world ATC instruction using live dedicated controllers, Automatic Terminal Information Services (ATIS), ATC interaction and aircraft to aircraft communications, and audio modulation to model line-of-sight communications. The GROUP EM3 INC utilizes and provides the capability for distributed AF flight simulators to fly concurrently in a hosted virtual environment, complete with ATC being provided in real time by qualified, experienced controllers in full compliance with the current revision of Federal Aviation Administration (FAA) Order 7110.65 and local AF Operating Instructions for each facility. Based on the results from the Request for Information released on 08 August 2022, the GROUP EM3 INC is the only source capable of providing in real time, human controllers to provide a multiplatform distributed virtual ATC training environment to support the Undergraduate Pilot Training (UPT) mission. The Government believes that award to another source would result in substantial costs that are not expected to be recovered through competition. Other companies in industry have reported similar capabilities but would not be able to meet all technical standards in the Government�s requirement. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The Government reserves the right to decide whether a SB set-aside is appropriate based on responses to this notice. For the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified above no later than 8:00 AM (CST), on 28 October 2022.
