THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL.� A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Under the authority of FAR 6.302-1(a)(2)(iii)(B), the U.S. Army Corps of Engineers (USACE), Southwestern Division, Galveston District intends to increase the shared ordering capacity within the existing scope and ordering periods of Architect-Engineer (A-E) Indefinite Delivery Contracts (IDCs), also referred to as Multiple Award Task Order Contracts (MATOCs) W912HY19D0001, W912HY19D0002, W912HY19D0003, W912HY19D0004, W912HY19D0005, W912HY19D0006,� W912HY19D0007, W912HY19D0008, and W912HY19D0009 for Planning, Engineering, and Engineering during Construction for the U.S. Army Corps of Engineers, Southwestern Division, Galveston District. Project Description:� SWG covers an area averaging 100 miles in width along the Texas coast, extending from approximately 15 miles east of the Texas-Louisiana state line south to the Rio Grande.� SWG�s responsibility encompasses all of 49 Texas counties, portions of four Louisiana parishes, and adjacent waters of the Gulf of Mexico.� The existing scope of A-E services includes all types of civil works related engineering areas such as:� flood damage and risk reduction; floodplain modeling; coastal erosion; storm damage risk reduction and beach nourishment; shoreline and stream bank erosion protection; shallow and deep draft navigation; environmental and ecosystem habitat restoration; comprehensive watershed evaluations; and multi-purpose water resources projects.� The capabilities of A-E firms include comprehensive planning, technical analysis, engineering, design, and construction phase services including preliminary studies through feasibility report development; engineering design through detailed plans, specifications, and design analysis/design documentation report preparation; value engineering; technical and biddability, constructability, operability, environmental, and sustainability (BCOES) reviews; documentation for right of entry and right of way; and engineering during construction/construction phase services for both inland and coastal civil works.� The proposed value of the increase to the shared capacity of the existing IDIQ contracts is $10 million, which will allow timely initiation of projected new design requirements and modification of existing design acquisitions until new IDIQ contracts are awarded under a separate solicitation expected in March 2023.
