- Supreme Headquarters Allied Powers Europe (SHAPE) intends to issue an Invitation For International Proposal (IFIP) for the management, operation, administration, and monitoring of the Building Management Systems (BMS) Network for SHAPE in Mons, Belgium. U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) possess a valid facility security clearance at the SECRET level, (4) be issued a Declaration of Eligibility (DOE) by the U.S. Government, (5) have performed at least three contracts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation, and (6) be legally authorized, at the time of the bidding and in the event of contract award, to operate the services described in this solicitation in the country where these services shall be provided (i.e. Belgium). In addition, key contractor personnel must possess a current security clearance at the level of SECRET. The reference for the IFIP is IFIP-ACO-SH-22-27 and all correspondence regarding the IFIP should include this reference. � The type of contract is Firm Fixed Price. The bidding procedure is Best Value.� SUMMARY OF REQUIREMENT The requirement is for the management, operation, administration, and monitoring of the Building Management Systems (BMS) Network of the SHAPE Compound located in Mons, Belgium. As all BMS networks infrastructures are Local Area Network (LAN) type, all services shall be executed on-site. BECOMING ELIGIBLE TO BID�� � NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/FAX/email of the company point of contact for the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 14 November 2022 SHAPE issues IFIP (planned): November 2022 Bidding will take place vis the ACO Electronic Bidding Portal: https://aco.procureware.com �Firms are encouraged to register with the Portal before the IFIP is due to be released. Bid closing (planned): January 2023 Period of Performance: One base period (March 1st, 2023 to December 31st, 2023) + 4 (four) one-year options.
