- REQUEST FOR INFORMATION This is a request for information (RFI). This does not obligate the government to award a contract.� All responsible businesses, including small businesses, are encouraged to respond to this RFI.� The United States Marshals Service (USMS) is conducting market research and requests input from industry to assist in requirements planning. The information requested by this synopsis will be used within the USMS to facilitate the decision-making process and will not be disclosed outside the agency.� The USMS will not be responsible for any cost incurred by interested parties in responding to this RFI. Unsolicited proposals or offers of any kind will not be considered in response to this RFI.� All information received in response to this RFI that is marked Proprietary will be handled accordingly.� The purpose of this RFI is to gather information and identify potential offerors who can provide Industrial/Organizational (I/O) Psychologist services that meet the requirements discussed in this RFI. Interested vendors should submit a technical description of their ability to provide psychological services as described herein as well as a Rough Order of Magnitude (ROM) and estimated cost for tasks. ______________________________________________________________________________ The United States Marshals Service, Human Resources Division, is seeking an Industrial/Organizational (I/O) Psychologist to serve on a talent team to assist with a variety of functions, to include: the development of measurement concepts and tools including written tests, oral examinations, methods for measuring and evaluating experience, employment references, current job achievement, employee attitudes, etc. These concepts and tools are applied in the recruitment, selection, and retention of employees, and in employee training and development, employee-management relations, performance evaluation, job analysis, and similar personnel management processes. Review available job information, including current job analysis documentation, position descriptions, training documents, performance appraisal tools, and other relevant documents Partake in subject matter expert meetings or panels to develop a list of the tasks performed on the job and the competencies required for success in the position Conduct applied qualitative analyses to include summarizing open-ended comments (e.g., survey or feedback) Conduct quantitative analyses to include descriptive and inferential statistical analyses Conduct psychometric analyses (e.g., item analysis, reliability analysis, adverse impact analysis) to evaluate assessment properties and outcomes Develop assessments (e.g., structured interviews, situational judgment tests, cognitive ability tests, job knowledge tests) Apply legal and professional standards in the design and/or validation of personnel assessments (e.g., Standards for Educational and Psychological Testing, Principles for the Validation and Use of Personnel Selection Procedures, and Uniform Guidelines on Employee Selection Procedures) Prepare reports documenting the procedures and results designed to meet professional and legal guidelines Facilitate focus groups or interviews with subject matter experts Develop recommendations to advise stakeholders on the appropriateness of assessments for an employment situation Write job descriptors (e.g., task statements, competency definitions) based on review of job-related information (e.g., position descriptions, training materials) Design job analysis surveys to include rating scales and instructions Train subject matter experts on conducting resume reviews for competencies/proficiencies identified during the job analysis process. Review a variety of assessment documentation for compliance. BASIC EDUCATION REQUIREMENT: You must have successfully completed a full 4-year course of study in an accredited or pre-accredited academic institution leading to a bachelor�s or higher degree with a major or equivalent in Psychology; and specialized experience and application of the principles, theories, and methods of industrial/organizational psychology to develop assessments and validation methods.
