- This Sources Sought Notice�/ Request for Information (RFI) is strictly for market research.� It is for informational and planning purposes and shall NOT be construed as a solicitation or as an obligation or commitment by the Government at this time. The United States Patent and Trademark Office (USPTO), Office of Administrative Services, has a requirement for locksmith services. The purpose of this Sources Sought notice is to determine the interest and capability of potential Small Businesses firms that can meet this requirement as defined in the scope below. SCOPE Objective The overall objective is to award a 5-year (base + 4 options) indefinite delivery/indefinite quantity (IDIQ) contract or task order (if FSS) to a single contractor to secure locksmith services for unlocking furniture components, make furniture keys, and/or unlock office doors for employees upon request. Average Estimated Volume The USPTO cannot predetermine the exact quantity or timing of services that the Government will require during the contract period.� However, we estimate that there will be approximately 600 key requests in the first two years and 300 requests total in the final three years. Scope The Contractor shall furnish transportation and labor (Virginia locations), shipping (Regional offices) materials and service described herein, to provide key/lock office furniture at USPTO.� The Contractor shall make repairs and open locks, make keys, and change lock using hand tools and special equipment; disassemble locks and repair or replace worn tumblers using file, and insert new or repaired tumblers into lock; cut new or duplicate keys using key cutting machine. The Contractor must plan to work one standing day per week that they will come weekly (preferably Wednesday) to the Virginia locations stated in the �locations� section below..� The Contractor will provide limited services to the Regional offices.� The Regional office will provide the key code off the key and/or photo of the existing key.� The contractor will mail the request key copy to the tenant.� The agency pays the shipping fee and the contractor shall add in the shipping fee. Primary The Contractor is expected to work between the hours of 8:00 a.m. � 4:30 p.m. as the work list demands.� Emergency: For emergencies (Virginia locations) after 4:30, the Contractor will respond onsite within 1-2 hours on the same day as the request.� Emergency for the Regional office will consist of providing a key sooner than the weekly requirement in this scope of work, it may require overnight or express shipping. Security Access The Contractor must obtain a USPTO access badge personnel through the USPTO Office of Security, by supplying all information required for a successful background check.� The Contractor�s selected personnel will undergo a full investigation and fingerprints in order to obtain an annual Contractor�s badge.
