Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: �NHTSA Occupant Protection Surveys: NOPUS, NSUBS, and SSB Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to perform conduct of large scale surveys to determine the degree to which vehicle operators and passengers use occupant protection devices. Those surveys include, but are not limited to: � The National Occupant Protection Use Survey (NOPUS), � The National Survey of the Use of Booster Seats (NSUBS), and � State Seat Belt (SSB) Surveys Road Segments Reselection. The Government reserves the right to conduct any or all these surveys in a given year, in addition to other occupant protection related surveys in the area of general traffic safety as needed. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). �However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� NHTSA�s Mathematical Analysis Division (NSA-210) conducts analyses of motor vehicle traffic crashes and related data to understand the factors that relate human and vehicle characteristics to crash frequency, injury outcome, and crash injury mechanisms to develop and evaluate the effectiveness of countermeasures and traffic safety efforts, and to quantify the benefits resulting from Agency rules. The NOPUS is the vehicle through which the Agency tracks progress in restraint use (namely, safety belt use, child restraint use, and motorcycle helmet use) and estimates the use of electric devices by drivers. In addition to providing the Agency�s official estimates in these subject areas, the survey provides information on who is using restraints and in what circumstances, which is in turn used to target the Agency�s occupant protection outreach programs where they are most needed. The purpose of the NSUBS is to produce the Agency�s estimates of booster seat use and to better inform the Agency on the extent to which children are in the proper type of child safety seat for their size. In addition to providing the Agency�s official estimates in these areas, the survey�s detailed results will help the Agency target its child occupant protection outreach programs where they are most needed. With the adoption of 23 CFR Part 1340 in April of 2012, for the SSB surveys the NHTSA requires each State and Territory in the United States to re-select its sample of eligible road segments not less than every five years, using a sampling frame based on the last three to five years of fatality data from NHTSA�s Fatality Analysis Reporting System (FARS). Objective: The objective is to procure professional services in support of the National Occupant Protection Use Survey (NOPUS), the National Survey of the Use of Booster Seats (NSUBS), and the State Seat Belt (SSB) Surveys Road Segments Reselection. The Contractor shall furnish the necessary qualified personnel, facilities, materials, supplies, equipment, and services to provide NHTSA with technical support which are necessary to conduct the NOPUS, the NSUBS, and the SSB Surveys Road Segments Reselection. The Contractor shall fulfill the work requirements following the Statement of Work (SOW) and other terms and conditions of the task order. All support provided to the Government shall be performed by Contractor employees or personnel otherwise retained by the Contractor. In addition, the Contractor shall provide additional survey-related services and optional tasks on an as needed basis. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: NHTSA Occupant Protection Surveys: NOPUS, NSUBS, and SSB Conduct a large-scale survey to determine the degree to which vehicle operators and passengers use occupant protection devices. Those surveys shall include, but are not limited to: The National Occupant Protection Survey (NOPUS); and The National Survey of the Use of Booster Seats (NSUBS). Receive professional services in support of the surveys to include optional tasks such as, but not limited to: Survey redesigns and designing and selecting new samples of observation sites; Feasibility studies to investigate methods for improving survey preparation, data collection, or data analysis for the surveys; and, Feasibility studies to investigate incorporating changes to the surveys or conducting new related surveys wanted by NHTSA. Receive professional services to support states in their compliance with the requirements of the Uniform Criteria for State Observational Surveys of Seat Belt Use (23 CFR Part 1340): State Seat Belt (SSB) Surveys Road Segments Reselection. At the completion of the survey process, the contractor shall provide a final report. The contractor shall also provide a final presentation to NHTSA staff at DOT Headquarters in Washington, D.C. at the discretion of NHTSA. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
