- Naval Air Warfare Center � Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Qualisys North America, Inc. of Buffalo Grove, IL, a sole source basis, for eight (8) Motion Capture Systems (MOCAP). The cameras need to be able to operate both in and outdoors including in the harsh environment on a ship�s desks. Open-source software is required to allow for development of custom method and applications. These applications includes real time control of robotics systems. Qualisys North America, Inc. is the only US company that has an IP67 rating and daisy chaining of the MOCAP which are required for the application. The IP67 and daisy chaining are required features for the system since the system will be operated in both harsh and lab environments. Qualisys North America, Inc. does not have authorized distributors for their equipment. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS.� No contract will be awarded on the basis of offers received in response to this notice.� However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.� All inquiries and concerns must be addressed to the Contract Specialist, Ms. Sheila Battaglia at sheila.l.battaglia.civ@us.navy.mil.� Responses to this notice must be submitted by 08 November 2022.� A determination not to compete this requirement is within the discretion of the Government.
