Description
The Naval Medical Readiness Logistics Command (NMLC) on behalf of The Naval Submarine Medical Research Laboratory (NSMRL) has a requirement for a Single Source/Single Award Indefinite Delivery/Indefinite Quantity (SATO IDIQ) cost-plus-fixed-fee type (CPFF) contract for research support services. This requirement is a recompete of SATO IDIQ contract N6264518D5049. This notice is seeking information and/or capable sources for the purposes of market research. No solicitation has been issued at the time of this posting.� Overview. The research conducted at NSMRL provides human-centric research solutions, aligned with Submarine Force strategic direction, to sustain superiority in the undersea domain.� This requirement requires research and development investigations of medical, psychological, physiological, and other issues associated with the health and performance of naval personnel in operational and non-operational settings. The Contractor shall conduct research and testing for this requirement that is broad in scope, and encompasses a wide range of disciplines, covering all aspects of Submariner Wellness, Submariner Psychological Factors, Shipboard Force Health Protection, Human Factors, and Undersea Warfighter capabilities.� The areas will include Submarine Medicine, Operational and Ship Safety, Hearing Conservation, Force Protection and Port Security, Underwater Bio-Effects, Epidemiological Studies, Informational Display and Processing, Submarine Rescue and Escape, Submarine Atmosphere Health Assessment, and other Biomedical Research.� This requirement is for non-personal, severable, performance based services. The SATO IDIQ contract is will consist of a 60-month (5-year) ordering period. The Government anticipates the issuance of CPFF task orders in support of this effort. Task Orders may include option periods. The guaranteed minimum order is anticipated to be for $300,000.00 or greater. The current requirement may consist of the attached�tasks and/or research efforts.� The estimated level of effort (EST LOE) in hours and education and experience requirements (in years) is also provided. � The Governments anticipates utilizing evaluation criteria to determine the best value to the Government (reference FAR 15.101-1). Anticipated evaluation factors will include non-cost (Technical Approach/Risk, Past Performance, and Small Business Participation/Subcontracting), and cost factors. Responses recieved after the closing date will not be considered for the purposes of market research.�
