- The purpose of this email is to identify Service Disabled Veterans Small business (SDVOSB) and Veteran Owned Small Business (VOSB), who are active in System for Award Management (SAM) https://www.sam.gov/ and certified in the Veterans Business ( VETBIZ) http://www.vetbiz.gov/ Vendor Information Page (VIP). This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the items contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. Respondents should identify their company name, address, email, telephone number and a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives. Please provide capability statements that relates to the scope of work and the task that VA expects to accomplish. This description should demonstrate your understanding, capability, approach, qualification, and past experience in meeting the work requirements identified in the scope of work and related task. This RFI notice is part of the Government's Market Research, a continuous process for obtaining the latest information from industry, with respect to their current and near-term abilities. SCOPE OF WORK The Department of Veterans Affairs (VA) headquarters, also known as Central Office (VACO) is in Washington, D.C. A VACO office Human Resource and Administration/Operations, Security and Preparedness (HRA/OSP), the Corporate Senior Executive Management Office (CSEMO) supports the strategic goals of the Department as it provides an enterprise-wide approach to Senior Executive management, including recruitment, retention, development, training, performance, and talent management. CSEMO was stood up in 2010 to provide cradle-to-grave Human Resources (HR) services to Senior Executives (SE) at the Department of Veteran Affairs. As part of its HR service offering suite, CSEMO carries out the Awards Closeout Process for SE at the VA throughout the entire lifecycle, which commences with individual executive self-rating and concludes with the Secretary s approval of final scores and awards packages. The Policy and Programs division facilitates the review process, proposes a series of awards package model options and conducts the final calculations based on the approved scores and model. VA seeks to bring improved efficiency and standardization to the development of performance rating criteria, and the preparation of senior executive performance ratings, across VA and to improve the efficiency of senior executive performance monitoring and interagency senior executive performance collaboration and reporting Awards process. The purpose of this proposed investment is to incorporate information technology to affect these improvements and to comply with HR performance mandates that appear in recent legislation and regulation. Senior Executive Performance Modeling Tool responsibilities/tasks: Create a tool to support the Executive Awards Closeout Process. Provide all services to support the development and maintenance of an application to help automate the traditionally manual calculation process Support includes project management, software development, implementation, training, reporting and maintenance of the application/tool including functionalities and sustainment of application. Perform as a compensation work bench application. This tool should automate the following steps of the close-out process: 1.0 Adjusting and storing eligibility 2.0 Setting annual business rules 3.0 Exploring and running custom models 4.0 Analyzing pay cap impact of salary adjustments 5.0 Tracking scoring trends by Administration
