Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUESTFOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify qualified and interested Offerors for information and planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) Facilities Engineering Acquisition Division (FEAD) Yokosuka is seeking potential sources to perform Communications Tie-In for Building 3169 (C-21), Commander Fleet Activities Yokosuka, Japan. The anticipated scope of work may include the following efforts: 1) Install approximately 2,000 - 8,100 lf of outside plant (OSP) copper cable. A majority of the cable is 2,400 pair. 2) Make splices, half taps and terminations of OSP copper cable in 17 manholes, 2 vaults and 2 Main Distribution Frame (MDF) Rooms across Navy Base Yokosuka. Existing copper cable varies in size from 2,400 pair � 8000 pair. Contractor will make approximately 165,000 splices or terminations. Unless noted otherwise, copper is in place with enough slack for specified work. Cable splice kits will be government-furnished material for approximately half of the required splices. 3) Procure 36 mainframe connectors. Will be pro with stub cables to an existing MDF in Bldg. 3169. 4) Provide 48 QCM486 mainframe connectors with 100ft stub cables. Install 24 mainframe connectors to each existing MDF in Bldg. C20 and Bldg. C21. Route stub cables to the vaults in each building. Provide OSP stub cables between vaults in Bldg. C20 and Bldg. C21 and splice together stub cables from new mainframe connectors between buildings. Provide and install two (2) OSP copper cables of which total length is 131 meters between Bldg. C20 and Bldg. C21. Splice closure and kit. 5) Contractor to develop acceptance testing plan in accordance with Rural Utility Service Bulletin 1753F-201 or equivalent standard. At a minimum, contractor shall perform a Time Domain Reflectometry (TDR) test, insulation test, and a dial test to each connected building. 6) Fire stop and seal penetrations in the Bldg. 3169 MDF room floor. The North American Industry Classification System (NAICS) code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, with an annual size standard of $16.5M. MAGNITUDE OF CONSTRUCTION:�� 100,000,000 � 500,000,000 JPY TENTATIVE DATES FOR THIS ACQUISITION (subject to change): Request for Proposal Issuance: On or about January 2023 CONTRACTOR REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors are required to provide the following information prior to award of contract: Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, non-Japanese contractors must provide proof of eligibility to do work in Japan, i.e. license, government documentation, etc. All installers assigned to the installation of telecommunications systems or any of its components shall have one of the following qualifications with minimum 5 years of similar work experience below: Building Industry Consulting Services International (BICSI) Registered Cabling Installation Technicians. Analog/Digital and 1st Grade Installation Technician ""Kouji Tanninsha Sogo Tsuushin or Kouji Tanninsha 1-kyu"" with supervised by Chief Telecommunication Engineer (Denki Tsushin Syunin Gijutsu-sya) that are certified by Government of Japan (GOJ) Ministry of Internal Affairs and Communication. Offerors will be required to provide verification prior to award of any contract to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. STATUS OF FORCES AGREEMENT: The U.S. Government will consider designating eligible employee(s) as ""Members of the Civilian Component"" under Article I(b) of the SOFA. SUBMISSION REQUIREMENTS: Interested firms should submit a brief capabilities statement package using Enclosure (1), Sources Sought Contractor Information Form, to demonstrate capabilities, capacity and experience. Respondents will not be notified of the results of the Navy�s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
