Description
This is a sources sought announcement in accordance with FAR part 10 and FAR 15.201 and in anticipation of a potential future procurement program. The Naval Sea Systems Command, PMS 312 In-Service Aircraft Carriers is conducting market research to determine industry interest for the capabilities necessary to provide Aircraft Carrier Engineering Support (ACES) for the CVN 68 Class and CVN 78 Class Aircraft Carriers (CVNs) as described herein.� ACES scope includes, but is not limited to, engineering, technical, design, Integrated Logistics Support (ILS), Configuration Management (CM), database management, modernization, and Ship Change Document (SCD) development for CVN 78 Class Aircraft Carriers. The work will be performed at Newport News, VA. A manning profile will determined and set-forth based on input received under this Sources Sought. Under this effort, the contractor will provide program, contract, engineering product development, project management, and Carrier Team One (CT1) support for In-Service Aircraft Carriers to include, but not limited to: Co-Yard Knowledge Sharing Network (KSN), Propulsion Plant Matter (PPM) KSN, and CVN 68 Class Remaining Service Life (RSL) efforts. The contractor will provide support for Propulsion Plant Engineering Activity (PPEA) efforts for the CVN 68 Class Aircraft Carriers. The contractor will provide technical, design, planning yard support, Early Service Life Plan (ESLP) support, training and familiarization, ILS, advanced design and planning, ship checks, SCD and Ship Installation Drawing (SID) development, internal/external database and digital data management, Research and Development (R&D)/concept analysis, In-Service Engineering Agent (ISEA) support; ship modernization, maintenance, and repair, and engineering CM (including 3D Product Model configuration) for the CVN 78 Class Aircraft Carriers. In addition to using the resulting information from this Sources Sought for determining potential sources for information and planning purposes, the Sources Sought will also be used to assist the Government in determining contract structure and method of procurement. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, DUNS code, CAGE code, point of contact, address, email address, website address, telephone number, size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort including any limitations or concerns; 3) if significant subcontracting or teaming is anticipated in order to deliver technical capability, briefly address the administrative and management structure of such arrangements. Please limit the capabilities statement submitted to fifteen (15) pages total. This notice is neither a Request for Proposal (RFP) or Invitation for Bid. Unsolicited proposals will not be accepted. This notice is issued solely for information and planning purposes and does not constitute a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Information provided in response to this notice will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. Responding parties are also advised that all submissions become Government property and will not be returned. The responding parties are solely responsible for any costs associated with their response. The Government will not reimburse any company or any individual for any expenses associated with preparation, submission, or participation in response to this notice. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be synopsized on The System for Award Management (SAM) page located at https: www.sam.gov. It is the potential Offeror�s responsibility to monitor this site for additional information pertaining to this requirement.
