THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. � Defense Logistics Agency (DLA), Land at Aberdeen intends to negotiate an award to incorporate production requirements for four (4) Joint Tactical Terminal Senior (JTT-Sr.) National Stock Numbers (NSNs) items into the DLA Columbus Subsumable Contract SPE4AX-21-D-0069 with BAE Systems and Controls Inc. (BAE) (CAGE: 63760). �This acquisition is in accordance with Federal Acquisition Regulations (FAR) Part 15 and DLA Directive (DLAD) L27 Addition/Deletion of Items (August 2017). �The proposed requirement for this acquisition falls under the scope of work for the DLA Columbus Basic Contract SPE4AX-15-D-9414 and Subsumable Contract SPE4AX-21-D-0069. �BAE is the Original Equipment Manufacturer (OEM) of the JTT-Sr. program and is the sole approved source for the JTT-Sr. items. �The technical data package for the identified JTT-Sr. NSNs listed below, including specifications, plans, and/or drawings, are NOT available. �Item(s) shipped under this acquisition will be within established minimum and maximum quantity limits, on an as-needed basis.� NSN / Part Number / Name / Nomenclature / Manufacturer Name (CAGE) 5975-01-467-5849 / 69-00760-002 / T/R Tray / JTT Senior Tray�� �BAE (63760) 5998-01-504-2350 / 0N656601-3 / Circuit Card Assembly / Black COMSEC Interface Mod�� � / BAE (63760) 5998-01-498-9544 / 03-07509-002 / Chassis Assembly�� �Chassis Assembly / BAE (63760) 5998-01-578-0448 / 0N717994 / Circuit Card Assembly�� �PCM COMSEC � Card / BAE (63760) A formal solicitation will NOT be issued since it is anticipated that the JTT-Sr. NSNs listed above will be added to the above referenced DLA Columbus Contract. �In accordance with FAR 5.207(c)(16)(ii), responsible sources may identify their interest in performing this requirement through submission of a Capability Statement to the Government Point of Contacts (POC) listed below by 3:00 PM Eastern Standard Time (EST), November 11, 2023.� DLA Land at Aberdeen Contracting Officer - Paulette Poole, Paulette.Poole@dla.mil DLA Land at Aberdeen Contract Specialist - Sarah Nipwoda, Sarah.Nipwoda@dla.mil� A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. �The Government shall not reimburse any cost connected with providing capability information. In accordance with FAR 15.203(e), the Government intends to issue a Letter Request for Proposal (RFP) for this acquisition to the approved source. �All Letter RFP related documentation shall be posted via the Government Point of Entry (GPE) sites, sam.gov and the Procurement Integrated Enterprise Environment (PIEE) in accordance with FAR Subpart 4.5 and FAR 5.207. �It is the responsibility of the Offeror to monitor all postings and amendments related to the acquisition. �In accordance with FAR 52.215-1, a fully complete, and compliant proposal package shall be electronically submitted to the Government POCs listed above through the PIEE Solicitation Module (https://piee.eb.mil).� There are 10 general steps a vendor must follow to use PIEE application modules. �Please refer to the complete list at: �https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml#step5. �For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf. Please direct all questions related to PIEE Solicitation Module registration to the PIEE helpdesk. Proposal packages submitted by mail, e-mail, facsimile, or hand-carried will NOT be accepted nor evaluated. �In addition, proposal packages sent through proprietary or third-party File Transfer Protocol (FTP) sites, including Department of Defense Secure Access File Exchange (DoDSAFE), will NOT be retrieved nor evaluated. �In the event the PIEE Solicitation Module is down at the time of proposal submission, the alternative method for proposal submission is to send the proposal package in a zipped encrypted folder with a password via e-mail to the Government POCs ONLY. �In this instance, written approval from the Contracting Officer must be obtained PRIOR to e-mail submission. � The Offeror shall ensure all electronic documents are virus-free before submission. �It is the Offeror�s responsibility to send a follow-up confirmation e-mail to the Government POCs listed above following proposal submission via PIEE or by e-mail.�
