- NOTICE OF INTENT TO AWARD SOLE SOURCE Department of Veterans Affairs, VHA s Office of Patient Centered Care & Cultural Transformation (PCC&CT), 810 Vermont Avenue, NW, Washington, DC 20420 intends to award a sole source contract award to BioSource Software, LLC, 4 Sunrise Lane, Kirksville, MO 63501. The period of performance will be for 12-month base period and two 12 month optional periods. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source award with BioSource Software, LLC. Responses are due by November 3, 2022, 1:00pm (EST). Responses shall be submitted via e-mail to Charles.willis@va.gov. Telephone requests or inquires will not be accepted. This acquisition will be conducted under the authority of FAR 6.303. This will be a firm fixed price contract for a Base year plus (2) 12-month optional periods. The NAICS Code is 611430. SCOPE OF WORK The Contractor will provide registration to its online HRV Biofeedback Tutor for VHA Providers whom are approved to take the training. The training will provide comprehensive and foundational education on critical topics in heart rate variability biofeedback theory and practice and will help develop the clinical knowledge and skills needed for delivering this complementary integrative healthcare approach. HRV Biofeedback Tutor meets the Biofeedback Certification International Alliance (BCIA) standards for didactic education requirements associated with certification in HRV Biofeedback. This product is also accredited for by BCIA for 16 continuing education hours, including 3 hours of professional standards for biofeedback training. The online HRV Biofeedback Tutor contains 22 tutorials, supported by 5 case presentations, and videos and animations that cover over 350 learning objectives and provides multiple-choice testing on the ClassMarker platform. The course content includes: Core concepts in psychophysiology, HRV, stress, and relaxation Overview of human anatomy with focus on the autonomic nervous system, central nervous system, cardiovascular system, and respiratory system Considerations in effectively using and troubleshooting HRV hardware (e.g., BVP hardware, ECG hardware, respiration hardware, drug effects on HRV, and addressing artifacts) Overview of psychophysiological HRV measurements constructs (e.g., time domain measurement, frequency domain measurement, and nonlinear measurements) Instructional content for respiration, resonance frequency, and HRV biofeedback assessment practices Models for biofeedback training with breathing training and HRV training protocols Additional concepts in professional applications devoted evidence-based intervention strategies and ethical and professional standards of practice 16 hours total (HRV Biofeeback Tutor supports a certificate of exam completion that supports BCIA CEs for completion of this course) PERFORMANCE PERIOD The period of performance for this contract will be a 12-month base period and two 12-month optional periods that may be exercised at VHA s discretion.
