- Description
- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The signed sole source justification will be posted at award. The Naval Research Laboratory (NRL) intends to award a sole source purchase order for a Visible Fiber Laser. Intended use is laser cooling, trapping, and driving of stimulated Raman transitions in a dual-stage cold-rubidium beam. Frequency doubled fiber laser with output at 780.24 nm and access to pre-doubling light at 1560.48 nm. Output power > 1 W from polarization maintaining single mode fiber with FC/APC connector. Output power stability 1% or better. Laser linewidth < 250 kHz. Laser center frequency at rubidium-87 D2 line, with tuning access to F=2 to F'=3 transition and F=1 to F'=2 transition. Total tuning range at least 8 GHz. Wavelength locking modulation input. Operating temperature range 5-35 C without frequency drift or output power change. Single-module, rack-mountable. Failure to meet the above specifications result in instability and phase errors in atom interferometry in the rubidium beam and inability to perform planned dual-species interferometer measurements. The following is the required vendor: Lumibird Inc. 49 Willow Peak Dr. Bozeman, MT 59718 USA The North American Industry Classification System Code (NAICS) for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 6635 - PHYSICAL PROPERTIES TESTING AND INSPECTION. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
