Description
Dosimetry programs are required and highly regulated by the Nuclear Regulatory Commission (NRC). Maintaining a continuous radiation dosimetry program requires a dosimetry services vendor accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) of National Institute of Standards and Technology (NIST) for the radiation types and energies used by the Salisbury VA Health Care System (SBY VAHCS). Failure to maintain a continuous dosimetry program and provide individual monitoring devices or equipment can result in severe penalties, lawsuits, fines, and/or the revocation of facility permit to use byproduct material under the Master Materials License (MML) issued to the Department of Veterans Affairs by the NRC. Loss of the radioactive materials permit would result in the termination of all Nuclear Medicine Clinic Operations, as well as all other clinical and research uses of radioactive materials and radiation producing equipment use. Regulatory requirements for this service to operate continuously at our facility are within the following: Title 10 Code of Federal Regulations (CFR) §19.12, §19.13; §20.1101, §20.1501, §20.1502; and 29 CFR §1910.1096. US NRC Regulatory Guide 8.34, 8.40 and 8.7. The Joint Commission (TJC) standards requiring this service: EC.02.02.01 EP17 and EP18, and EC.04.04.01.01 EP1. VHA Directives requiring this service: Veterans Health Administration (VHA) Directive 1129 and VHA Directive 1105, VHA Directive 1105.02 and VHA Directive 1105.04. This Performance Work Statement (PWS) provides the specifications for personnel monitoring services for the SBY VAHCS, comprised of individual North Carolina sites in Salisbury, Charlotte, and Kernersville, herein. Monitoring services are to be provided at the initial setup in the approximate quantities shown below. The contract shall be for a period of one year with two option years.
