- Description
- N0016422CB005P00003 SOLE SOURCE Non-personal professional and engineering support services for the International Fleet Support Program Office (IFSPO), PMS 326- PSC R425 NAICS 541330 Issue Date 27 October 2022 Time 15:00 EST - Closing Date 11 November 2022 Time 15:00 EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for an 87-day base period of performance (PoP) with a 100-day potential option period with Tech Marine Business (TMB), 100 M Street, SE Suite 800, Washington, District of Columbia 20003-3519. In accordance with the statement of work, the International Fleet Support Program Office (IFSPO) PMS 326 executes and administers Foreign Military Sales (FMS) cases. PMS 326 primarily provides follow-on technical support (FOTS) to foreign navies. The purpose of this program is to provide eligible Foreign Navies access to a broad range of Life Cycle Support and other related services associated with the acquisition, operation, upgrade, modification, modernization, and maintenance of naval vessels within their inventory. The size and complexity of assigned FMS cases vary widely. The purpose of this contract is to assist PMS 326 in day-to-day management of Security Assistance programs and assigned FMS cases. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in PMS 326 FMS support services. Any interruption in FMS support services for PMS 326 would negatively affect mission readiness and long-term costs to the taxpayer. TMB is the only vendor capable of continuing to provide the Navy uninterrupted follow-on FMS technical support services. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Interested entities may identify their interest and capability to respond to the requirement. Direct questions to Mr. Michael Mahoney by email (michael.t.mahoney3.civ@us.navy.mil). Please reference the last four digits of the solicitation number when responding to this notice.
