Description
This is a Small Business Sources Sought notice. THIS IS NOT A REQUEST FOR PROPOSALS, ABSTRACTS, OR QUOTATIONS. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The purpose of this notice is to obtain information regarding: The availability and capability of qualified small business sources. Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. PROJECT REQUIREMENTS The National Institute on Drug Abuse (NIDA) is the largest single supporter of the world's research on drug abuse and addiction. NIDA seeks to contribute to the development of an international cadre of trained drug abuse scientists to collaborate on research and to conduct related activities to facilitate international research to address the problems of drug use, abuse and addiction in the United States and around the world. The International Research and Training Support Program (IRTS) was initiated as the International Visiting Scientist and Technical Exchange Program (INVEST) in 1990 by NIDA to promote the development of collaborative international research through fellowships, technical consultation and scientific information exchange. The IRTS Program has built upon this program and is designed to advance the global body of knowledge on drug abuse and related health consequences by (1) facilitating the development of an international network of drug abuse scientists who are knowledgeable about research on drug abuse and who will contribute to global knowledge about drug abuse; (2) developing and promoting opportunities to build international collaboration in prioritized areas of research on drug abuse and related health consequences; and (3) conducting a variety of activities designed to advance scientific knowledge on drug addiction. NIDA is seeking capability statements from small businesses that have the capability to provide services for the management, oversight, and logistical support for the International Program. There are four specific components to the program including 1) administering fellowships and exchange programs, 2) providing technical expertise services and a process of orienting and providing services to international visitors who wish to learn more of NIDA's research, 3) facilitating regional and international workshops and symposia, and 4) facilitating a variety activities intended to assist NIDA in identifying emerging topics of international relevance as well as developing short and long term research strategies and implementing high priority activities to address emerging research needs.
