- The purpose of this special notice is to provide answers to the questions received in response to the Department of Veterans Affairs, Law Enforcement Role Players (VA-23-00013264) Solicitation: 36C10X23Q0006. Law Enforcement Role Players (VA-23-00013264) Solicitation: 36C10X23Q0006 Questions & Answers Question Answer Would the Government like us to sign and return the SF1449? Yes, as stated in Section E - Solicitation Provisions of Solicitation 36C10X23Q0006. To confirm, none of the personnel on this contract is required to have a security clearance. Is that correct? Only a criminal background check. The awardee of this contract will not require any access to IT systems, correct? Correct. Does this mean that role players shall be considered part-time employees vice independent contractors? independent contractors. Will the supervisor/liaison be a full-time employee? This liaison can be dual hatted as a role player. Their full time/part time status will be streamlined by the contracted company. How many days per year will the supervisor be required? Will the supervisor/liaison be required on non-training days for coordination with the LETC staff? Each day there is a requirement of a Role Player would illicit the possible need for the liaison involvement. Example: The role player needed is out sick the replacement could be the contracted liaison. Can the Government provide a schedule of training days and when role players will be required? Yes, but it is subject to change. Is transportation provided by the Government when training is at other locations away from VA LETC? No. The current training is within 10 miles of the training location. If requirements push further that that we will be amending the contract. For how many role players shall the offeror price? b. Would it make more sense to ask for an hourly rate because the number is a range of 4 to 6? FY 23 Approx. 9,000 hours FY 24 Approx. 16,000 hours FY 25 Approx. 16,000 hours b. This is left up to the contractor s discretion Does the prime have to be a VIP-listed SDVOSB (Vet Biz Registry) or will a self-certified SDVOSB in SAM (reps and certs) suffice in order to bid on this effort? You must represent to the contracting officer that your company is a SDVOSB Verified business concern in the VIP database at: https://www.vip.vetbiz.va.gov in accordance with (IAW) FAR 19.1403 and VAAR 819.7003 upon submission of a quote at or before the exact time specified in this solicitation. Does our subcontractor have to be a VIP-listed SDVOSB (Vet Biz Registry), or may we subcontract work to any self-certified small business? IAW 852.219-10 (a)(1) (1) Offers are solicited only from VIP-listed SDVOSBs. Offers received from entities that are not VIP-listed SDVOSBs at the time of offer shall not be considered. In the event the awardee decides to solicit assistance from other vendors, it is imperative the awardee understand that it will be held responsible for contract performance. Are there any specific instructions with regard to the composition of the proposal other than those items required in 52.212-1? (Volumes, font, font size, etc.), or shall we include all information in one volume? All instruction with regard to the composition of the proposal are listed in Section E - Solicitation Provisions of Solicitation 36C10X23Q0006. How many past performances are required? Are there any recency requirements? This is left up to the vendors discretion. Please review Section E - Solicitation Provisions of Solicitation 36C10X23Q0006, Specifically Section E.7 Evaluation Instructions - (1) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR Subpart 8.4 Federal Supply Schedules. Technical and past performance, when combined, are evaluated for acceptability but not ranked using the non-cost/price factors. Should the offeror include all representations and certifications and required fill-ins in our proposal even if we have completed them on SAM? IAW Section E - Solicitation Provisions of Solicitation 36C10X23Q0006, Specifically Section E.1 Instructions to Offerors - IAW FAR 52.212-3(b): (b) (1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM. (2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________. [Offeror to identify the applicable paragraphs at (c) through (v) of this provision that the offeror has completed for the purposes of this solicitation only, if any. These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted electronically on SAM.] Are travel and per diem authorized for the supervisor and/or role players traveling from outside North Little Rock or out of state? No. When will the contract be awarded? In the event the awardee decides to solicit assistance from other vendors, it is imperative the awardee understand that it will be held responsible for contract performance. Who is the incumbent providing these services? There is no incumbent. On page 16 of the solicitation, it states that the courses are held at the VA LETC in North Little Rock and other locations in Central Arkansas. In order to ensure that we have adequate coverage and can price in any travel that may be necessary due to the distances between locations, can the government please provide clarification on the other locations and/or distance from N. Little Rock? At this time, the only alternate location would be the BIC which is about 12 miles from the LETC. See attached schedule for courses that would need role players. The PWS calls for 4-6 role players, 3 days per week, 40 days per year. There is a 50% difference between 4-6 role players which could cause a substantial pricing difference among offerors. While we understand that requirements can be fluid at times, would it be possible to provide a total number of hours per year or a schedule from previous years to allow offerors to make more informed pricing decisions? There is not an incumbent. The approximate total hours for the year are 5,670. At this time, the only alternate location would be the BIC which is about 12 miles from the LETC. I have attached the schedule for courses that would need role players. The PWS states The VA LETC shall provide all role player training in accordance with Federal Law Enforcement Training Accreditation (FLETA) standards. Where and when will this training be done? It will be conducted at the Training location. For more simple labs, it will occur the day of the training. If the training is more complex and requires more involved training, it can be provided the day prior. Much of this training will be reoccurring and the intent is once the role player is trained, they will likely be providing the same role player experience every 2-3 weeks which would eliminate the need for continuous training. Is there a Student to Role player ratio requirement? No. PWS states courses will be held in North Little Rock, Arkansas and other locations in Central Arkansas. Will the government please clarify if travel is a portion of this effort in respect to reimbursement and price submission for travel. All of the current training locations for LETC are within 10 miles of the LETC campus. The travel costs for this contract would be assumed by the contractor. In the event training locations pushed operations beyond the local area, the LETC would request the contract be amended to reflect those changes. Does the contractor in the pricing template need to estimate travel costs or will the government provide a plug travel number for the CLIN? This person can be dual hatted. If additional position: Position requirements? Estimated workload hours? Is this a new requirement or currently a contracted requirement? If there is a current contracted requirement, please provide the contract number and incumbent. This is a new requirement. Will the government provide clarification on Invoice Submission? Quarterly, Semi-Annually, other Monthly How are Student/Management evaluations to be conducted? What is the basis of the criteria? The data will be captured by the LETC instructor and will be quantifiable in nature. Either the student did or did not meet the task or objective. How many hours per day do the Role Players work? Is the training conducted until objectives are complete or is a normal 8 hours a day conducted? Role Players will work a normal 8-hour day. Is the average of 4-6 role players required for approximately 3 days a week for VA POST AND DAF CPA simultaneously or is the average of 4-6 role players for each individual course? Simultaneously. Is the contractor responsible for providing mannequins, if so, how many and what types? Or is that part of the equipment provided by the VA LETC? No, the contractor is not responsible for providing mannequins. Yes, it is part of the equipment that will be provided to the contractor. Are there diversity requirements for role players: Female/Male, age, language etc.? The scenarios are written to be flexible demographically. The main component is that the Role Player is either a Civilian, Veteran, or Active-Duty Military member. With the use of non-lethal training ammunition, will a DD 2760 Qualification to Possess Firearms or Ammunition be required? No requirement. What is the maximum number of role players required on any given day? Approximately 10. How much notice is given (in days) in order to schedule role players for specific training days? We will likely provide the schedule a quarter ahead. How often is the contractor required to attend reoccurring planning meetings? As needed. a. Is the government provided training available throughout the performance period or is it limited? Provided as needed. b. If limited, how many opportunities are available? a. Intent is for role players to play the same roles repeatedly and thus continuous training will not be required. b. The VA LETC shall provide all role player training in accordance with Federal Law Enforcement Training Accreditation (FLETA) standards . Will the contractor s supervisor/ liaison be given office space or admin space? No, we will not be providing office space. We are expanding to different locations, and if feasible and space is afforded, it may be possible to provide that.
