Description

The United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) in Washington, DC, intends to negotiate on a sole source basis a contract with Cuadra Associates, Inc., 3415 S. Sepulveda Boulevard, Suite 340, Los Angeles, CA� 90034 for: STAR Software Maintenance/Upgrade Service - 20 User License 30 User License including 10 Search-Only The licensing and support services will enable NIFA to continue to maintain existing software systems. STAR Software products are proprietary and only available from Cuadra Associates, Inc. Market research confirms that STAR Software does not have any additional authorized resellers of this product. Cuadra Associates Inc is the original equipment manufacturer (OEM) for the software and owns the copyrighted license source software will all legal rights, privileges, and ownership contained therein. No other source or competitor may legally modify or change the software, nor would they have access to the source code to do so. �The costs of transitioning to a competing software go beyond the cost of the software. Cost to the Government includes installation of the software, adoption of a new license management process, and training for users. Training can have hidden costs in that it can take a great deal of time and there is a likelihood of lost productivity as users climb the learning curve for a new unfamiliar tool. Total switching costs involved with adoption of a new software are burdensome to the government. Anticipated Date of Award:�� 12.01.2022 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
