THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (HUBZONE 8(a), 8(a), HUBZONE, SMALL, SMALL DISADVANTAGE AND LARGE BUSINESS) RELATIVE TO NAICS CODE 541611. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS, SEE SUBMITTAL REQUIREMENTS BELOW. AFTER REVIEW OF THE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT, A SOLICITATION ANNOUNCEMENT WILL BE PUBLISHED IN GSA OASIS. RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT ARE NOT ADEQUATE RESPONSES TO THE SOLICITATION ANNOUNCEMENT. ALL INTERESTED OFFERORS WILL HAVE TO RESPOND TO THE SOLICITATION ANNOUNCEMENT IN ADDITION TO RESPONDING TO THIS SOURCES SOUGHT ANNOUNCEMENT. 771ST Enterprise Sourcing Squadron (771 ESS) at Wright-Patterson AFB is seeking sources to advise and assist AFCEC/CXAA with the highly reliable, highly credible professional, specialized technical expertise to support AFCEC�s capability to execute an Air Force enterprise-wide view of all Contingency Air Force CAP support activities. This requirement has an anticipated award date of 06 June 2022. The A&AS services with associated deliverables are to support Air Force Civil Engineer Center.� In AFCEC�s mission, AFCEC/CXAA (Air Force Contract Augmentation Branch) and AFCAP provides contract execution support and support to the United States Interim National Security Strategic Guidance; National Defense Strategy; and the U.S. Department of State/U.S. Agency for International Development Strategic Objective 1.3 by providing commanders and/or any U.S. Government agency a responsive, force multiplier option as the U.S. Government responds to global disorder.� The AFCAP contract mechanism contains the capability to provide contingency planning; deploying; and training/equipping of forces; and emergency/contingency construction, logistics/commodities, and services.� AFCAP is a contract with extensive worldwide support capabilities, able to respond in minimal time.� The purpose of the AFCAP contract is to draw on the resources and expertise from the private sector to provide a full range of Base Operating Support/Base Life Support (BOS/BLS) and logistical support on an as required basis to support all programs.� Requirements focus on emergency/contingency construction, logistics/commodities, and services to support the Air Force, any DoD component, or any U.S. Federal Government entity.� Under the authority of the National Command Authority, joint or combined U.S. military forces, North Atlantic Treaty Organization (NATO), U.S. State Department or multinational forces utilizing U.S. Government appropriations, AFCAP participates in a wide spectrum of activities which include Major Theater War(s); Small Scale Contingencies; Irregular Warfare; VEOs; support in foreign assistance; support in developmental assistance; support in humanitarian assistance; support in security assistance which includes �Foreign Military Sales�; supporting peacekeeping; supporting counterdrug; supporting counterterrorism; supporting maritime security operations; supporting recovery operations; supporting denial measures; BOS/BLS; domestic/international emergency support; infrastructure/facility design, construct/build, operate, demolition, site restoration; deliberate and crisis action planning; military exercises to include Joint Chiefs of Staff sponsored; and providing/supporting activities defined in DoD Dictionary of Military and Associated Terms. NOTE 1: The White House, Interim National Security Strategic Guidance, March 2021.� ��ensuring our national security requires us to: (1) Defend and nurture the underlying sources of American strength, including our people, our economy, our national defense, and our democracy at home; (2) Promote a favorable distribution of power to deter and prevent adversaries from directly threatening the United States and our allies, inhibiting access to the global commons, or dominating key regions; and (3) Lead and sustain a stable and open international system, underwritten by strong democratic alliances, partnerships, multilateral institutions, and rules.� NOTE 2: U.S. Department of Defense State, Fact Sheet: 2022 National Defense Strategy.� �The Defense priorities are: (1) Defending the homeland, paced to the growing multi-domain threat posed by the People�s Republic of China (PRC); (2) Deterring strategic attacks against the United States, Allies, and partners; (3) Deterring aggression, while being prepared to prevail in conflict when necessary, prioritizing the PRC challenge in the Indo-Pacific, then the Russia challenge in Europe; and (4) Building a resilient Joint Force and defense ecosystem.� NOTE 3. U.S. Department of State/U.S. Agency for International Development, Joint Strategic Plan FY 2022 � 2026, March 2022.� �Strategic Objective 1.3: Reinvigorate U.S. humanitarian leadership and provide lifesaving protection and assistance in response to international disasters and humanitarian crises overseas.� With Performance Goal Statement 1.3.2: Humanitarian Assistance (USAID) � By September 30, 2026, the United States responds quickly to U.S. government-declared international disasters, supporting a rapid and effective response to new onset disasters.� AFCEC/CXA requires senior professional technical assistance to provide highly reliable, highly credible professional expertise to support and assist the Government in the execution of efforts under the AFCEC and AFCAP programs in defining, implementing and managing, processes/procedures and labor resources necessary to provide comprehensive assistance with AFCAP Management across the spectrum of products and services to include facility and infrastructure projects, assistance completing commodity requirements and assist with getting service tasks on contract.� Contractor shall assist AFCAP users in the development of the requirements documents, assist with site visits, assist in answering questions from vendors/contractors, provide technical assistance/management, assist AFCEC and AFCAP users providing quality assurance surveillance and assist with inventory of Government assets.� The Contractor shall provide, organize, and manage all expertise necessary for successful AFCEC and AFCAP program execution support in accordance with applicable Air Force planning, programming, and financial management regulations.� Contractor shall also be responsible for supporting and assisting the Government with PowerPoint presentations, organizing, maintaining, and reporting information necessary to demonstrate the status, progress, and success of processes related to activities identified above. This contract provides for services supporting AFCEC and AFCAP Management with Program Management, and Business Operations Specialist Contractor personnel.� Program Management is provided within the Continental United States (CONUS); Outside CONUS (OCONUS) (deployed locations) and OCONUS (non-deployed locations).� All Contractor personnel shall be stationed at Tyndall AFB, FL for the CONUS location requirement (exclusive of relocations due emergency evacuations�man-made and/or natural disasters).� For the OCONUS-deployed locations, the Contractor Program Management personnel are currently hubbed out of Al Udeid AB, Qatar and will deploy to other spokes locations (i.e. other military locations and/or host nation locations) as needed.� For the European/Africa location the Program Management individual shall be hubbed out of Ramstein AB, Germany.� For the Indo-PACOM location the Program Management individual shall be hubbed out of Joint Base Peal Harbor-Hickam, HI.�
