Description
The Department of Veterans Affairs, VISN 6 Network Contracting Office (NCO) is conducting Market Research through this source sought notice to help determine the availability of qualified Businesses within registered under NAICS code 238160 Roofing Contractors PSC Z2AA Repair and Alteration of Office building. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification (HUBZone, 8(a), small, small disadvantaged, small veteran owned, or service-disabled veteran owned small business) relative to NAICS 238160. Consistent with Public Law 109-461 VA's Veterans First Contracting Program , first priority would be given to SDVOSB and VOSB concerns, should there be sufficient firms available to compete under a set aside if the requirement goes to solicitation. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information submitted in response to this Sources Sought notice become property of the Government. Nature and/or Description of the Action Being Processed: Provide construction services, alterations necessary for the replacement and repair of the roofs, including soffits, gutters, and downspouts for various residential Hampton Veterans Administration Transient Residential assets located in Hampton, Virginia.18 and 22 Roland Drive (A&B) and 301 Ireland Street. 1. BID ITEM I, CONSTRUCTION, DEMOLITION, HAULING & DISPOSAL, CLEANUP, AND REPAIR OR REPLACEMENT OF ROOFS AND ASSOCIATED ITEMS: Work includes, but is not limited to, removing existing shingles and pertaining underlayment, proper cleanup and disposal of all removed materials; installation and removal of temporary protective measures for vulnerable HVAC & serviceable roof drainage components), installing Class A fungus and stain resistant fiberglass-asphalt shingles with minimum of 130 mph wind rating and 30-year manufacturer warrantee, and associated synthetic roof deck protection underlayment; repair or replacement of damaged / unserviceable soffits, rake boards, flashing and associated vents, replacement of rotted or otherwise unserviceable roof decking (not to exceed 15% of total roof area without written VA approval); removal and replacement of unserviceable gutters & downspouts (to match existing). The contractor shall provide the equipment, supervision, and expertise required to perform all work in compliance with VA design guidelines. All responses to this notice shall include company name, address, point of contact, phone number, DUNS number (www.dnb.com ), list of available products, the geographical location the respondent is able to service, and a list of the respondent's establishment's certifications from private, State and/or local agencies documenting the safety and sanitary conditions and procedures.
