- In 2005, the Department of the Treasury was certified by the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) as one of five Federal Shared Services Centers (SSC) for the Federal?wide Human Resources Lines of Business (HRLOB). In 2018, a Blanket Purchase Agreement (BPA) was established to support HRLOB. The acquisition included the transition of on-premises systems to the Cloud. The vision of the HRLOB is to provide government?wide, modern, standardized, and interoperable human resources solutions providing common core functionality to support the strategic management of Human Capital and addressing duplicative and redundant human resources systems and processes across the Federal Government. As an SSC, the Department of the Treasury, Office of the CIO, Enterprise Applications Division provides HRLOB services to several Federal agencies through the Enterprise Applications Technical Services (EATS) BPA. As the EATS solution continues to grow and mature, it has expanded its client portfolio and diversified its service offerings by introducing additional programs. Programs HRConnect (HRC) - The HRConnect Product Suite is offered as an Office of Personnel Management (OPM) officially designated Human Resources Line of Business (HRLOB), Shared Service Center (SSC). OPM�s designation enables Treasury to offer interoperable, portable and scalable HR/payroll solutions across the federal space. While the HRConnect Program resides and is managed within the Department of the Treasury Office of the Chief Information Officer, its clients come from across all segments of the Federal Government. Digital Services (DIG) � Digital Services provides public-facing, extranet, and intranet web solutions via the Workplace.gov Community Cloud (WC2) shared services offering to provide the U.S. Department of the Treasury with Software-As-A-Service (SaaS), Platform-As-A-Service (PaaS), and various professional services including consulting on business solutions. The WC2 platform addresses the ability to provide agile, cost-effective and secure hosting services for internal, public and extranet applications at the FISMA Moderate / FedRAMP level. The platform offers common management and security services built on top of Commercial Cloud Service Providers (CCSP). The offered services include production and non-production environments supporting use case scenarios such as public websites and application hosting, Extranet services, development & test enclaves and Customer Relationship Management (CRM). Digital Services has a strong focus on low-code/no-code platforms with an emphasis on Salesforce and ServiceNow offerings. Talent Management Solutions (TMS) - The Talent Management Solutions (TMS) program provides a suite of software products utilized by federal agencies that address non-core human resource needs across the talent management life cycle. TMS administers talent management products such as Integrated Talent Management (ITM), USA Staffing and USA Hire, and training support services. Enterprise Content Management (ECM) � Enterprise Content Management is a strategy, architectural framework, and a set of tools and technologies designed to help customers improve content management, document management, and intranet portals. ECM, as a product suite is governed by the ECM Customer Advisory Board (CAB). The ECM CAB is comprised by senior business executives from each Bureau or office within the Department of Treasury. ECM provides Treasury-wide solutions to meet collaboration and other customer requirements and is designated as the preferred Treasury content/collaboration platform. Many services offered within ECM are scalable and anticipated to be available to Federal entities across the public sector through the Treasury Shared Service Division. ECM is based on Microsoft SharePoint and offers both Platform as a Service (PaaS) and Software as a Service (SaaS) solutions. ECM is also hosted in the Microsoft Azure environment. Enterprise Data Management (EDM) � Enterprise Data Management institutes and fosters ongoing methodology and technology solutions to help analysts use enterprise data assets to�measure, manage and influence improved organizational performance. EDM�s Data and Analytics (DnA) system platform organizes data from disparate systems to provide consolidated analysis and reporting for its customers. The Workforce Analytics module leverages the DnA platform to deliver value in the Human Capital domain, and is fully integrated with the HR Connect product suite. EDM provides services Treasury-wide, as well as to non-Treasury customers through the Treasury Shared Services Division. EDM utilizes Microsoft Business Intelligence tools and is hosted in Microsoft�s Azure environment. Enterprise Application Cybersecurity (EAC) � EAC offers cybersecurity support for customer systems and applications. EAC�s offerings include Security Assessment and Authorization (SA&A) Package Development, Full & Partial Security Assessments, Vulnerability Management, Security Engineering, and Penetration Testing. As noted above, there is no guarantee of a solicitation from this RFI. Through this RFI, Treasury is looking to gain a better understanding in the identification of resources capable of satisfying Treasury�s HRLOB program operations and support by providing state-of-the-art industry support to internal stakeholders, with a better understanding of industry capabilities, potential sources, firm practices and changes in technology relevant to our operating business.
