- THIS IS A PRE-SOLICITATION NOTICE ONLY. This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4523R0001, posted under the title: GATE � Replace Boiler at Bldg 35 at Sandy Hook will be issued electronically and can be found by searching for the solicitation at beta.SAM.gov | Home Government Portal website on or about Nov. 18, 2022. The Department of the Interior, The National Park Service NY MABO intends to issue a solicitation for a contractor to: provide all labor, parts, materials required to replace the existing oil-burning boiler with a propane-burning boiler, complete with a Display Manager and base; insure the replacement boiler shall be sized to fit within the space of the current boiler (Energy Kinetics EK-3) and be able to be piped directly into the existing heating system with minimum pipe work (Energy Kinetic EK-3 Propane boiler); insure all supply and return piping shall be connected and new vent pipe from boiler to chimney is installed; verify the entire system within Building 35 is working properly with no leaks. Building 35 is located within the Sandy Hook Unit of Gateway National Recreation Area. The entire solicitation package, with all attached documents, will be available in Adobe PDF formats through beta.SAM.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately 60 days. In accordance with FAR 36.204, the magnitude of this contract is less than $25,000. Award to be made on a best value Tradeoff evaluation process providing the best trade-offs to the government. The resulting contract will be firm-fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing similar boiler replacement projects. This solicitation is restricted to Total Small-Business contractors in accordance with Federal Acquisition Regulation (FAR) 6.203 � Set-asides for small business concerns. The RFP will be set-aside for 100% small-businesses under NAICS Code 238220 � Plumbing, Heating, and Air-Conditioning Contractors (size standard $16.5M). This procurement is subject to Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Proposals are due approximately thirty (30) days following issuance of the anticipated solicitation. Search by referencing solicitation number 140P4523R0001. The successful offeror must be registered in the System for Award Management (SAM) and have current online Representations and Certifications.
