- 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Acceptability Standard Factor 1 - Experience Factor 2 - Price Experience (Factor 1) is more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Explanation of Evaluation Approach: Technical proposals will be evaluated as acceptable/unacceptable based on the technical acceptability standard described below. Acceptable technical proposals will then be subject to an experience/price trade-off with experience being more important than price. Offerors that receive a rating of unacceptable for their technical proposal will not be considered for award. Past performance will be reviewed as part of the responsibility determination only. Technical Acceptability Standard Sample Kit The VA will evaluate an Offeror s Technical Acceptability related to the two identical sample frame kits by reviewing the submitted two sample frame kits and determining whether the two sample frame kits are identical and whether each sample frame kit meets or exceeds all stated requirements within the solicitation s Instructions to Offerors. Factor 1 Experience The VA will evaluate an Offeror s Experience by assessing the Offeror s narrative response detailing their experience providing prescription eyeglasses manufacturing and onsite licensed optician services submitted in accordance with the solicitation s Instructions to Offerors. Factor 2 Price The Contracting Officer will check all price proposals to ensure that the price schedule was properly completed in accordance with RFP instructions. For evaluation purposes, the proposed unit prices will be multiplied by the estimated quantity for each LIN to determine an estimated total for each performance period, and then the estimated total for the base and all option years will be computed and used when determining best value. Award will be made to the offeror that represents the best value to the Government. Price will be evaluated for reasonableness. The Government may award to a higher-priced offeror whose proposal demonstrates more experience providing prescription eyeglasses manufacturing and onsite licensed optician services.
