Description
Contract support for CI will provide a data agnostic platform and be able to integrate information in nearly any format without impact to the current solution designed to meet IRS CI�s unique and critical needs in combating all types of financial crimes. Additionally, the solution would need to maintain the Lead and Case Analytics (LCA) application and support CI needs for an advanced analytical application used by over 2000 CI agents and investigative support staff and prevent disruption to current investigative operations.� The Contractor would need to provide the LCA project with architecturally consistent requirements, compatibility and interoperability with current equipment, data interfaces and the user-facing LCA application environment. The Contractor shall use innovative technologies for rapid and accurate data integration that are optimized for the specific format, source, and purpose of each individual data source. Once data is integrated, the system will provide user workflows and flexible data modeling capabilities that allow for configurations even after deployment. LCA specific features include, but are not limited to, the ability to load, organize, assimilate, and summarize large amounts of disparate structured and unstructured data from internal and external sources, provide strict access controls and audit trails, and file sharing in a secure environment. Additionally, data analysis support services are necessary to assist CI applications users in meeting investigative goals. To accomplish this objective, contractor support must provide the following: 1) �The data model generates a unified representation of all data, enabling analysts to process and investigate the information together in order to discover new patterns, anomalies, and relationships. 2) �The Contractor shall provide a solution that allows users to analyze all data simultaneously to discover insights and process leads faster. 3) �An analytical platform with a strong storage and indexing power allowing for rapid integration and analysis of ultra-large scale data sources. 4) �The Contractor shall provide CI with an infrastructure to support CI special agents and investigative support staff as they perform research, analysis, investigations, and reporting and provide users the ability to store, organize, access, retrieve, safeguard, and report data relevant to their fraudulent and criminal investigations. 5) �The Contractor shall provide CI with a unified environment to search, analyze, visualize, and interact with a wide variety of disparate data sets and users will be able to leverage t h e p l a t f o r m to perform advanced analytics, such as link, pattern, statistical, behavioral, and geospatial analysis on an investigative platform that is scalable and interoperable with existing IRS equipment and systems. 6)� ������ The Contractor shall provide CI with project management support, to include required Enterprise Lifecycle documentation, cybersecurity management, configuration management, risk management, schedule management, preparing reports and briefings and representing the project at meetings. 7) �The Contractor shall provide CI with analytical support, to include data import, data modeling, data analysis, and workflow support. 8) �The Contractor shall provide CI with user workflows and corresponding training to meet the myriad needs of CI offices and investigative goals 9)�������� The Contractor shall provide a solution to identify key technologies, patterns and relationships within a dynamic technology landscape and be able to quickly visualize patterns, trends, and relationships as they emerge and develop.
