REQUEST FOR INFORMATION (RFI) 2032H323N00002 (REVISED) REQUEST FOR INFO (RFI): Subscription Service of a Website Access Resource Complete Library Tool for Federal Human Resource Professionals NAICS 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services THIS REQUEST FOR INFORMATION (RFI) DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSAL NOR A REQUEST FOR QUOTATION, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE AN ORDER / CONTRACT OR OTHERWISE PAY FOR THE INFORMATION REQUESTED. REQUIREMENT NOTE: IT IS NOTED THIS RFI WAS PREVIOUSLY POSTED AT THIS WEBSITE UNDER THE SAME RFI NUMBER. THE ONLY CHANGE TO THIS NOTICE IS WITH REGARD TO SELECTED NAIC CODE AND CLOSING TIMEFRAMES. THE PREVIOUS NAIC CODE IS NOW OBSOLETE, WHICH NECESSITATED THIS CHANGE. The Office of Business Solutions Acquisition (OBSA), Treasury Operations Branch (TOB) is seeking on behalf of The Department of the Treasury, Office of Chief Human Capital Officer (DASHR-CHCO) and the Office of Civil Rights and Diversity (OCRD), capability packages from the small business community operating under NAICS Code 518210 that have the knowledge, capability and experience to provide online internet access to a complete resource library of tools for Federal Human Resource Professionals. The government requires 35 user licenses to the most accurate information regarding federal regulations, to successfully support an environment of diversity and equality in the workplace. Specifically, this tool must provide searchable access to over 36,500 published and unpublished decisions to worker�s compensation claim cases.� In addition, this tool must include online and fully searchable access to all the following guides, as they have proved essential for the needs of Treasury leadership: Guide to Federal Sector Equal Employment Law and Practice�by Ernest Handle A Guide to Merit Systems Protection Board Law and Practice�by Peter Broida A Guide to Federal Labor Relations Authority Law and Practice�by Peter Broida The location of the users for this subscription service is at the Department of Treasury�s main and annex buildings in Washington D. C., as well as provided to employees working remotely and/or teleworking. The internet access tools must be available 24/7, and customer service must be available during the business hours of Monday through Friday, 9am to 5pm EST. The capability package should be tailored to this notice and specifically address the company's technical capabilities to provide the aforementioned requirements and the company's experience within the last 3 years with same or similar subscription services.� For company experience, it is requested the company provide specific information on Government (including GSA or other GWAC) and nongovernment contracts and the dates those contracts were held. The capability shall not include a price quote but may include the company�s publicly available commercial pricing schedule, line card or rate sheet for above services. If a published price list is provided, it is requested the capability package include the internet address of origin for its� published pricing information. Additionally, the capability package should identify whether it allows for authorized resellers of its subscription resource tools. The cover letter submitted in response to this notice should include: 1. Company name, address, point-of-contact, telephone number, fax number, and email address; 2. SAM Unique Entity Identity number; 3. Socioeconomic status of the company, (8(a) business, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, and/or service-disabled veteran-owned small business, etc.); and 4. Technical Capability Package, per above 5. Commercial published pricing, rate sheet or line card, etc. NOTE: If this information is provided in response to the RFI notice, it will not be considered a formal pricing quote. Therefore, it is requested that should this information be provided, pricing shall not be discounted. 6. Listing of Authorized Resellers by providing name of company, address, point-of-contact, telephone number, fax number and email address 7. List of available contracts that provide above stated requirements (i.e., GSA, IDIQs, etc.). NOTE: Items must be listed on contracts, and not covered under non-schedule or other direct line items) All responsible sources may express their interest and provide capability statements in response to this notice. The deadline for submitting capability statements in response to the RFI is November 25, 2022, by 3:00pm Eastern Time. THIS INFORMATION IS BEING REQUESTED FOR PURPOSES OF MARKET RESEARCH ONLY. The Government will use this information to develop a list of potential bidders. Questions concerning this Sources Sought should be submitted to Contracting Officer, Ramona L. Hanson on or before November 16, 2022.
