- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with OML, Inc. located in Morgan Hill, CA on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for a Repair of a Frequency Extension Module. The High Speed Waveform Metrology Group requires repair of a proprietary Frequency Extension Module The essential technical requirements include repair and calibration of the Model V05VNA2 to original factory condition correcting a suspected failure involving specific components of the instrument.� Repair requires replacing the non-functional assembly restoring the item to original factory condition with a new mixer assembly, preliminary test, environmental screening, burn-in and final test to manufacturer�s warranty-compatible specifications. Specific Requirements are as follows: Item 1:� �Repair Instrument (Frequency Extension Module, Model V05VNA2, Ser. 100302-1) Quantity:��1 Requirement 1-1� �Replace Mixer Requirement 1-2� �Preliminary Test Requirement 1-3� �Environmental Screening Requirement 1-4� �Burn-In Requirement 1-5� �Final Test This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334515 � Instrument Manufacturing for Measuring and�Testing Electricity and Electrical Signals, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to OML, Inc.�for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 1st Quarter of FY23. All responses to this notice of intent must be submitted to clifford.nicholson@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in OML, Inc. being the only vendor to provide a repair of proprietary Frequency Extension Module manufactured by OML, Inc. meeting all required specifications provided herein to support ongoing projects in the High Speed Waveform Metrology Group.� OML, Inc. does not authorize any third party repairs of their proprietary products.� Without�the essential technical requirements OML, Inc. possesses, including repair, burn in, final testing, and warranty, this project risks failure in terms of time and financial resources.� The absence of this capability would present a costly barrier to the project risking data collected to present.
