Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, fixed-price contract with Bentley Systems, INC, 685 Stockton Drive, Exton, PA 19341, for a 12-month Purchase Order (PO) for the maintenance of the MicroStation and Bentley Connections software maintenance. The FBI Facilities Maintenance Unit has a requirement for a 12-month service contract to maintain the software for the MicroStation and Bentley Connections. Bentley Systems Inc is the only provider of this service as they are the sole provider of the MicroStation software package. Bentley Systems Inc is the only company that will be able to modify the configurations as they are the developers and do not have any other resellers or support options available for the product, other than directly through Bentley Systems Inc. Bentley Systems Inc also holds proprietary data that limits competition. In conclusion, based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Bentley Systems Inc, as no other vendor is capable of providing the MicroStation and Bentley Connections software maintenance that is needed for direct support of the FBI's mission.� The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting Specalist, Travis Haefler by email. The email address is�thaefler@fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
