- NOTICE OF INTENT TO SOLE SOURCE Project Title: NOAA OMAO FLEET RECAPITALIZATION SRB The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures in FAR Part 13.5, intends to negotiate a sole source contract with the Bonnie Morehouse. The two (2) year contract will be for the continuation of Consulting Services to submit three separate plans: (A) the Administration�s ship recapitalization plan for fiscal years 2010 through 2024; (B) the Administration's aircraft modernization plan; and (C) supporting workforce management plans. In October 2016, the NOAA Fleet Plan was released. As part of this effort, NOAA had an Independent Review Team (IRT) to provide senior-level independent review on the health of the NOAA Fleet, requirements for recapitalization, and analysis of operational, maintenance practices and technology infusion. NOAA requires a Standing Review Board (SRB) to provide life-cycle reviews during the implementation of fleet recapitalization to ensure appropriate program and project management oversight. The North American Industry Classification Code (NAICS) for this requirement is 541611 Administrative Management and General Management Consulting Services, with a size standard of $16,500,000. This is not a solicitation for competitive quotes; however, if any interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
