UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation 693JJ923R000096 Title:� Federal Motor Vehicle Safety Standard (FMVSS) No. 214, Side Impact Protection. Introduction The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT).� NHTSA�s mission is to save lives, prevent injuries and reduce economic costs associated with motor vehicle crashes.� The Agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies associated with vehicle use and highway travel. Purpose The purpose of this procurement is to acquire test and inspection services to purchase, inspect, and dynamically test side impact protection to certain requirements of FMVSS No. 214 in accordance with procedures established in the standard and the compliance test procedure TP-214D-09, TP-214P-01, TP-572U-00, TP-572V-00 or subsequent revisions, as applicable, to alert NHTSA of products that may not comply with the minimum safety standards. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation. The solicitation will be Full and Open Competition. Contract Type and Period of Performance The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. NHTSA intends to award one or more Indefinite Delivery, Indefinite Quantity (IDIQ) contract(s) whereby Fixed-Price Delivery Orders may be issued, in accordance with FAR 16.5. The applicable North American Industry Classification System (NAICS) code: 541380 (Testing Laboratories) The period of performance will be for a total of five (5) years. Place of Performance/Physical Location The work performed under the proposed Contract and any Task Orders issued under the Contract shall be accomplished at the Contractor�s facilities and those facilities shall be located within the continental United States. NOTE: �To be eligible for a contract award, Offerors must be registered in the System for Award Management (SAM) database located at SAM.gov. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is published for informational purposes only and is not to be construed as a commitment by the Government.� A solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as the System for Award Management (SAM) at SAM.gov. Potential Offerors are encouraged to register with SAM at SAM.gov to receive updates/announcements and/or amendments to the solicitation after its release.
