- The purpose of this modification is to answer questions submitted during the Q&A session and extend the closing date for this RFQ from 11/18/2022 to 12/09/2022, @ 4:30 PM. This will be the last extension of this RFQ. Please see all questions and answers listed below. If you have already submitted a response to this RFQ, please read the Q&A below and submit a final response to the RFQ based upon the information shared in the questions and answers listed below. Clarifications, line item 0053. Could you please let us know if this is needed for every table or a select number of tables? If it is a select amount, could you share how many? CLIN 0053 will be ordered for any exam table that is ordered to be utilized in Woman s Health. We provided an estimated amount in our Pricing Attachment 1 0053 Brewer 99504 Deluxe Articulating Knee Crutches, set of 2 ***Must order in addition to this item, 99504: (1) each of 100540 (plant installed for new tables) OR (1) each of 100550 (field installed for existing tables in facility) AND (2) each of #99502 to attach knee crutches to exam table Will the VA provide a delivery schedule including volume of beds for each delivery location as well as the delivery addresses? This will be required for vendors to anticipate storage and delivery capabilities, pricing and people resources needed to support each delivery and each final-mile placement of assembled product. A delivery will be provided based on inventory and life cycle of the inventory. Orders are placed by individual VA facilities at the time of need and delivery will be arranged then, these deliveries will be nationwide. Is the VA willing to accept an alternative approach for delivery and require only one point of delivery? This would allow vendors to reduce the number of times personnel is needed at a VA location. Vendors that are experienced with setup of this type of equipment typically coordinate delivery of the product and the local Equipment Setup team would arrive at the final site to unpack, inspect, assemble, and place assembled product in the desired location at the final point of care. This also gives vendor the ability to anticipate resources needed for the on-site work and get the work complete in a reduced timeframe rather than multiple trips to the customer location. One point of delivery would also be a more cost-effective model to the VA. No, currently the VA is not willing to accept an alternative approach to delivery. The Non-Expendable (NX) Equipment Program was established to improve support to Veteran s healthcare needs by streamlining the Equipment Life Cycle Management (ELCM) procurement process. This contract is not for one order, it will be utilized across the nation by each VA facility when the facility determines there is a need. Minimum transfer height of 18 inches is too restrictive; will you please revise to meets ADA guidelines? The minimum of 18 is the requirement anything lower is above and beyond, anything higher than 18 will be evaluated for ease of use and transfer of a patient who is using a wheelchair. Stated 700-pound weight capacity for Brewer tables is too restrictive, will you please revise to 650 pounds? The focus should be on the salient characteristics. Please submit your solution based on your product. You submission will be evaluated based on the salient characteristics and not the CLIN items provided. Please see SC 9 SC 9 Must have a weight capacity of minimum 650lbs. Literature Review On the professional installation costs, these will vary significantly depending on facility location. Will you please revise or allow bids to include a pricing schedule for zones based on distance from shipping location? We will allow pricing for Zones based on distance from shipping location. Most facilities include operating costs in their evaluation of life cycle management. Will you please add the estimated costs of performing preventive maintenance per manufactures operating manuals to the evaluation criteria? We will not be including preventive maintenance on this contract. What is the process for managing price adjustments for the option years? All pricing for each Option year must be estimated and provided at time of response to RFQ. Brewer specs for, Sensors prevent injuries during table movement, are too restrictive. Will you please remove? The focus should be on the salient characteristics. Please submit your solution based on your product. The submission will be evaluated based on the salient characteristics and not the CLIN items provided. Colors (i.e., Clamshell, Gunmetal, Feather etc.) are too restrictive. Can you please remove or restate to various colors? Please provide your best solution, if you have your own proprietary colors, please submit. Brewer specs on step heights/widths and pelvic tilts are too restrictive- will you please remove or restate? The focus should be on the salient characteristics. Please submit your solution based on your product. You submission will be evaluated based on the salient characteristics and not the CLIN items provided. Would the VA be willing to entertain a zone system for the delivery and installation of tables given the different areas across the country? Yes, we would accept zone system for delivery, please submit this information with your response to the RFQ. All RFQ response will be evaluated based on meeting the requested salient characteristics, not the proposed delivery schedule.
