- The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Branch (MIB) plans to procure, on a sole source basis, Preventive maintenance services for a Government?owned clinical Philips Ingenia Elition 3.0T MRI Scanner from:� Philips Healthcare � 22100 Bothell Everett Hwy� MS 665� Bothell, WA 98041 This requirement is being conducted in accordance with FAR Part 12 procedures, as supplemented by FAR Part 13.5. The response close date of the notice for this requirement is in accordance with FAR Part 5.203(a)(1). This acquisition will be awarded pursuant to the authorities contained under FAR Part 13.501 (a) and is exempt from the requirements of FAR Part 6.� To NCI�s knowledge, Philips Healthcare is the only known authorized service provider for the Philips Ingenia Elition 3.0T MRI Scanner. Being the manufacturer and sole service provider, Philips Healthcare is the only provider able to maintain and service the equipment in accordance with Original Equipment Manufacturer (OEM) specifications and provide critical updates to the system as needed to address system issues. Due to intellectual property, proprietary diagnostic software, and hardware updates/upgrades, no other company, other than Philips Healthcare has OEM?authorized and trained service technicians capable of performing required maintenance, repair, and support services for the Philips Ingenia Elition 3.0T MRI Scanner. Philips Healthcare can also establish a direct remote service connection that monitors the scanner and can provide remote services capable of fixing issues, when possible, thus reducing scanner downtime. Further, Philips Healthcare is the only source able to meet the Government's needs at this time. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government�s needs, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist, John Russell, at John.Russell3@nih.gov no later than 10:00 A.M. EST on Friday, December 09, 2022 (12/09/22). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. To receive an award, Contractors must be registered and have valid certification through SAM.GOV.
