Description
The solicitation is an RFP and will be available at the link provided in this notice and it will provide stock replenishment coverage in support of military depots. The solicitation will be Full and Open Competition, under FAR Part 15 Procedures. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (3 BASE YEARS plus 2 option years) and shall not exceed 5 years. Drawings/specifications will be available through BSM DIBBS. This proposed procurement includes a family group of items within the Federal Supply Class 1005. This item will be procured in accordance with drawing 19207 / 13013473.��������������������������������������� ������������������������� Currently Section B will contain 1 NSN Item managed by DLA Land and Maritime. See table below: NSN: 1005015646769 Nomenclature: BARREL ASSEMBLY, SHO IAW REFERENCE DRAWING NR 19207 / 13013473 Estimated Annual Demand Quantity: 596 EA The solicitation will be available on or about December 2, 2022, at http://dibbs.dscc.dla.mil/rfp. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, proposed delivery, and other evaluation factors that will be described in the solicitation. All responsible sources may submit an offer/quote which shall be considered. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (3 BASE YEARS plus 2 option years) and shall not exceed 5 years. Drawings/specifications will be available through BSM DIBBS. This proposed procurement includes a family group of items within the Federal Supply Class 1005. NSN 1005015646769, Barrel, Assembly, Sho, is a �Defense Article� as defined in and subject to the International Traffic in Arms Regulations (22 C.F.R. 120-30) and the Arms Export Control Act (22 U.S.C.A. 2778-2799).� Any manufacturer or exporter of defense articles is required to register with the Directorate of Defense Trade Controls (DDTC), Department of State.� The subject NSN is a critical gun part with several special requirements addressed throughout this document. The following unique requirements apply: Contractor First Article Test (CFAT) QPL/QML specifications as identified in the TDP Qualified Suppliers List of Manufacturers (QSLM) for Gun Parts under FSC 1005 Higher level contract quality requirement (ISO 9001-2008) Measuring and Test Equipment GFP/GFM is required Critical application Phosphate coating requirement Product Verification Testing (PVT) may be invoked Surplus will not be considered Certificate of Conformance is not authorized Export control; JCP required Tooling and Forging is required This acquisition involves Sensitive Conventional Arms, Ammunition, and Explosives (AA&E).� THIS ITEM IS A ""DEFENSE ARTICLE"" AS DEFINED IN AND SUBJECT TO THE INTERNATIONAL TRAFFIC IN ARMS REGULATIONS (22 C.F.R. 120-30) AND THEARMS EXPORT CONTROL ACT (22 U.S.C.A. 2778-2799). ANY MANUFACTURER OR EXPORTER OF DEFENSE ARTICLES IS REQUIRED TO REGISTER WITH THE DIRECTORATE OF DEFENSE TRADE CONTROLS (DDTC), DEPARTMENT OF STATE. DOCUMENTARY EVIDENCE OF REGISTRATION MAY BE REQUIRED PRIOR TO AWARD. ADDITIONAL EXPORT RESTRICTIONS APPLY AS INDICATED HEREIN.� NOTE: FAILURE TO SUBMIT DDTC REGISTRATION WHEN REQUESTED WILL MAKE A QUOTE/OFFER INELIGIBLE FOR AWARD. THIS ITEM WILL REQUIRE GOVERNMENT FURNISHED EQUIPMENT (GFE) AND GOVERNMENT FURNISHED MATERIAL (GFM). SEE BELOW FOR SPECIAL CONTRACT REQUIREMENTS: A. EQUIPMENT AND MATERIAL REQUIRED FOR CONTRACTOR'S USE: 1. 2 EACH - M240, NSN - 1005-01-549-5837. 2. 1 ROUND EACH PER BOLT ASSEMBLY ON CONTRACT - M1 HIGH PRESSURE CARTRIDGE, DODIC: A575 � NSN 1305-00-126-3852. 3. 16 ROUNDS EACH PER BARREL TESTED FOR ACCURACY REQUIREMENTS (3 ROUNDS FOR SIGHTING SHOTS, 3 ROUNDS FOR CONFIRMING SHOTS, AND A 10 ROUND BURST) MULTIPLIED BY THE SAMPLING SIZE OF 32 BARRELS PER LOT OF 2000 UNITS OR LESS, 4. 15,000 ROUNDS FOR ONE BARREL PER LOT OF 2000 UNITS FOR RELIABILITY TESTING REQUIREMENTS. ROUND TYPE - 7.62MM BALL CARTRIDGE, DODIC: A143 - NSN 1305-00-892-2330. 5. 1 BARREL-15,000 ROUNDS FOR RELIABILITY TESTING (FIRST ARTICLE) B. A security pre-award survey is required for these items.� DFARS, Part 252.223-7007, ""Safeguarding Sensitive Conventional Arms, Ammunition, and Explosives,"" shall be part of the solicitation/contract. C. This contract involves HAZARDOUS MATERIAL. DFARS 252.223.7002, Safety Precautions for Ammunition and Explosives, DFARS 252.223.370-4, PGI 223.370-4(1)(iv), Safety Precautions for Ammunition and Explosives - PREAWARD SURVEY, and DFARS 252.223.370-4, PGI 223.370-4(1)(iii), Disposal of Remaining GFM Ammunition and Explosives Following Contract Completion or Termination Instructions shall be part of the solicitation/contract. RQ032: EXPORT CONTROL OF TECHNICAL DATA This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR), and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/HQ/LogisticsOperations/EnhancedValidation/ To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.
