Sources Sought Notice for Missouri River Recovery Management Plan Adaptive Management Support. Sources Sought Notice Identification Number: W9128F23SC005 This is a Sources Sought Notice and is for Market Research purposes only. This is not a solicitation, this is not a Request for Proposal, Quotation or Bid. BACKGROUND:�The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources both Small Businesses and Other-than-Small Businesses, to perform the work for a potential Contract. All interested, capable, and qualified contractors under NAICS code 541620 Environmental Consulting Service for support of the Missouri River Recovery Implementation Committee (MRRIC). The Government will use the responses to this Sources Sought announcement to make appropriate acquisition decisions for this project. PROJECT DESCRIPTION: The Missouri River Recovery Implementation Committee (MRRIC) serves as a forum where people with diverse interests in the Missouri River basin can collaborate on recommendations for implementing the Missouri River Recovery Program. MRRIC provides a forum for stakeholders, tribes, states, and federal agencies to develop recommendations that consider the needs of the various groups affected by management actions. To address uncertainties associated with implementation of the Missouri River Recovery Program, an Adaptive Management Process has been developed which will be used to integrate planning, implementation and monitoring and investigations activities across the program and ensure that relevant, high-quality information is available and used in decision-making. Adaptive Management (AM) is a decision-making process that promotes�collaboration,�flexible decision-making, and�learning from the outcomes�of management actions. This decision-making process ultimately leads to more effective decisions and enhanced benefits from projects. PROJECT REQUIREMENTS:�This is a non-personal services contract to provide Adaptive Management (AM) support to the ongoing development and implementation of the Missouri River Recovery Program (MRRP). Services include structured decision-making expertise and guidance in the collaboration with MRRIC and the updating and implementation of the MRRP�s Science and Adaptive Management Plan (SAMP) for the Missouri River. By applying Adaptive Management principles and process to the Missouri River Recovery Program, the Corps seeks to accomplish the following goals: Involve all stakeholders in the MRRP decision-making process Integrate Planning, implementation, and monitoring & investigations activities Ensure monitoring and investigations are directly tied to objectives Ensure data is collected, analyzed, and documented in a way that results in learning from the outcomes of management actions and influences decision-making regarding management actions Ensure that necessary adjustments are made to the MRRP to achieve success in meeting objectives (including benefits to threatened and endangered species) To accomplish this the contractor needs to � Providing Structured Decision-Making (SDM) expertise Support on when and how to use SDM within the collaborative stakeholder process Lead collaborative SDM engagements between agency and stakeholders Use a decision analysis tools to help display impacts and effects of actions Facilitate agency and stakeholders through trade-off discussions based on decision analysis tools SUBMISSION DETAILS:�All interested, contractors should submit a narrative describing their experience and expertise in approach to projects of similar nature as described above.
